The Council of the City of Fredericksburg, Virginia, met in special session on
Monday, July 2, 2012, beginning at 12:00 p.m. in the old Council Chambers of the
Fredericksburg Area Museum and Cultural Center.
City Council Present. Mayor Mary Katherine Greenlaw, Vice-Mayor
Bradford C. Ellis and Council members Bradford C. Ellis, Mary Katherine Greenlaw,
Frederic N. Howe, III, Matthew J. Kelly, Beatrice R. Paolucci, and George C. Solley.
Also Present. City Manager Beverly R. Cameron, City Attorney Kathleen
Dooley, Clerk of Council Tonya B. Lacey and Deputy Clerk of Council Brenda T.
Martin.
Purpose. The purpose of this special session was as follows:
• Swearing in of the newly elected members of City Council
• Election of the Vice-Mayor
• Appointment of the City Attorney
• Appointment of the Clerk of Council
• Appointment of the Deputy Clerk of Council
Prayer and Pledge of Allegiance. The meeting was opened with prayer by
Rev. Lawrence A. Davies, Mayor for Life followed by the Pledge of Allegiance led by

Molly and Ellie Ward and Kinsley Greenlaw the granddaughter of Mayor Greenlaw.
United States Congressman Robert Wittman – gave a brief statement
congratulating the Council and he talked about how important the local government is in
the decision making process. He also stated that those important decisions are made by
involving the citizens. Congressman Wittman congratulated the City on being a great
example for other City’s.
Welcoming Remarks. Welcoming remarks were made by Ellen Killough,
President and Chief Executive Officer of the Fredericksburg Area Museum and Cultural
Center.
Swearing in of Newly Elected Members of City Council. The
Honorable Gordon F. Willis, Judge of the Fifteenth Judicial Court of Virginia,
administered the oath of office to each of the newly elected member of City Council
beginning with Mayor Mary Katherine Greenlaw followed by Kerry P. Devine and
Matthew J. Kelly.
Election of Vice-Mayor – Bradford C. Ellis. Councilor Devine
nominated Councilor Solley for the position of Vice-Mayor followed by Councilor
Kelly’s nomination of Councilor Ellis. With the following majority recorded votes,
Bradford C. Ellis was elected Vice-Mayor of the City of Fredericksburg. Ellis (4).
Councilors Ellis, Howe, Kelly and Paolucci. Solley (3) Councilors Greenlaw, Devine,
and Solley.
Upon the motion of Councilor Solley, seconded by Councilor Kelly and passed by
the following unanimously recorded votes, Bradford C. Ellis was unanimously named as
Vice-Mayor for the City of Fredericksburg. Ayes (7). Councilors Greenlaw, Ellis,

Devine, Howe, Kelly, Paolucci and Solley. Nays (0). None.
Appointment of City Attorney – Kathleen A. Dooley. Upon the
motion of Councilor Paolucci, seconded by Councilor Devine and passed by the
following unanimously recorded votes, Kathleen A. Dooley was appointed as the City
Attorney. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and
Solley. Nays (0). None.
Appointment of Clerk of Council – Tonya B. Lacey. Upon the
motion of Councilor Solley, Tonya B. Lacey was appointed as the Clerk of Council by
the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine,
Howe, Kelly, Paolucci and Solley. Nays (0). None.
Appointment of Deputy Clerk of Council – Brenda T. Martin.
Upon the motion of Councilor Devine, Brenda T. Martin was appointed as the Deputy
Clerk of Council by the following unanimously recorded votes. Ayes (7). Councilors
Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). None.
Adjournment. There being no further business Councilor Devine moved to
adjourn; seconded by Councilor Kelly and passed by the following unanimously recorded
votes, Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley.
Nays (0). None. The meeting was adjourned at 12:18 p.m.
