FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 Council Work Session February 10, 2015 Police Body Cameras New IRS Rules Demonstration of the New Audio/Visual System in the Chambers The Council of the City of Fredericksburg, Virginia held a work session on Tuesday, February 10, 2015, beginning at 5:30 p.m. in City Hall Conference Room. Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor William C. Withers, Jr. Councilors Kerry P. Devine, Bradford C. Ellis (6:27 p.m.), Charlie L. Frye, Jr. and Matthew J. Kelly. Council Absent. Councilor Timothy P. Duffy (Business Trip). Also Present. City Manager Beverly Cameron, Assistant City Manager Mark Whitley, City Attorney Kathleen Dooley, Chief David Nye, Lieutenant Hobert Jones, Sergeant Patrick Reed, Fiscal Affairs Director Clarence Robinson and Clerk of Council Tonya B. Lacey. Police Body Cameras. Chief Nye said he attended a conference in 2012 where the body cameras were being demonstrated and he asked Lt. Jones to research and try them out to see how useful and effective they were. Lt. Jones said he put a committee together in June 2012 and they contacted 10 different companies for sample camera and he had the committee try the cameras out to determine which they liked the best. Lt. Jones and Sergeant Reed presented a PowerPoint to explain the process taken during the planning, testing, implementing, management and policy process. (See PowerPoint for more information). Councilor Devine asked what the retention time was for keeping the recordings and Sergeant Reed said it depends on the situation, but 180 days was the longest they would keep anything on the cloud. Councilor Kelly asked if there were any comments from officers second guessing themselves because of wearing the camera and Sergeant Reed said no. Lt. Jones said most are 1 glad to have it. He said there are times when they forget to turn it on because things are moving too fast. Chief Nye added that they are required to turn it on before going into any situation. He also said that he believes the cameras have helped more than anything. Councilor Frye asked was there anyway the EMS could get the cameras and Lt. Jones said they were talking with the Fire Department now to possibly get three devices for the Fire Marshalls. Mayor Greenlaw congratulated the Police Department for being chosen to speak at a Technology Exposition in California. New IRS Rules. Mr. Cameron explained that Mr. Robinson was present to explain the recent IRS rules and regulation that treat City Board members and City Council Members as employees. The City would have to transition into providing Council Members with W-2’s. Mr. Robinson asked if Council would like to be paid every two weeks as all other employees or continue receiving their pay once a month. The Council agreed to getting paid every two weeks. Demonstration of the New Audio/Visual System in the Chambers. Council went to the Chambers to get a demonstration of the new audio/visual equipment. Some of Council stated that they would like two additional monitors placed on the ends for Councilor Duffy and Councilor Frye. Adjournment.
