City Council Present. Mayor Mary Katherine Greenlaw, Vice-Mayor William C. Withers, Jr. and Council members Kerry P. Devine, Dr. Timothy P. Duffy, Bradford C. Ellis, Charlie L. Frye, Jr., and Matthew J. Kelly. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager Doug Fawcett, City Attorney Kathleen Dooley, Director of Community Planning and Building Development Charles Johnston, Budget Manager Deidre Jett, Police Chief David Nye and Deputy Clerk of Council Brenda Martin. Notice of Public Hearing (D18-01). The Deputy Clerk read the notice of the public hearing as it appeared in the local newspaper, the purpose being to solicit citizen input. Resolution 18-01, First Read, Fiscal Year 2018 Budget Amendment Authorizing the Appropriation of FY 2017 Carryovers (D18-01). There were no speakers. After a staff presentation by Budget Manager Jett, Councilor Devine moved to approve Resolution 18-01, on first read, Fiscal Year 2018 budget amendment authorizing the appropriation of FY 2017 carryovers; motion was seconded by Councilor Ellis and passed by 19857 Public Hearing 1/9/2018 the following recorded vote. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Adjournment. There being no more speakers to come before the Council at this time. The regular session was recessed in order to conduct the scheduled public hearing and immediately reconvened upon their conclusion. Citizen Comment. Councilor Kelly moved to appoint Sergeant Scott Worley as the replacement for the police representative to the board, motion was seconded by Councilor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Resolution 18-04, Approving Changes to the City Investment Policy (D18-08). Assistant City Manager Mark Whitley review the staff memo on the city investment policy. Councilor Kelly made a motion to approve Resolution 18-04, approving the changes in the city investment policy; motion was seconded by Councilor Devine and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Resolution 18-05, First Read, Fiscal Year 2018 Budget Amendment Increasing the Sheriff’s Department Budget by $15,000 Reflecting Additional Funding from the Compensation Board (D18-09). After a staff presentation by Budget Manager Jett, Councilor Duffy made a motion to approve Resolution 18-05, on first read, amending Fiscal Year 2018 budget by increasing the Sheriff’s Department budget by $15,000 reflecting additional funding from the Compensation Board; motion was 19861 Regular Session 1/9/18 seconded by Councilor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Ordinance 18-01, First Read, Increasing Fines for Parking Overtime Violation (D18-10). After a staff presentation by Assistant City Manager Doug Fawcett, Councilor Duffy made a motion to approve Ordinance 18-01, on first read, increasing fines for parking overtime violation; motion was seconded by Councilor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Ordinance 18-02, First Read, Amending the Residential Permit Parking Program (D18-11). After a staff presentation by Assistant City Manager Doug Fawcett, Councilor Duffy made a motion to approve Ordinance 18-02, on first read amending the residential permit parking program; motion was seconded by Councilor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Resolution 18-06, Initiating Amendments to the City Code to Require Satisfactory Evidence of the Payment of all Delinquent Real Estate Taxes and Other Changes that Constitute a Lien on Property, Prior to Final Approval of Zoning, Building, and Erosion and Sediment Control Permits (D18-12). After a staff presentation by Community Planning and Building Department, Councilor Kelly made a motion to approve Resolution 18-06, initiating amendments to the City Code to require satisfactory evidence of the payment of all delinquent real estate taxes and other charges that constitute a lien on a property, prior to 19862 Regular Session 1/9/18 final approval of zoning, building, and erosion and sediment controls permits; motion was seconded by Councilor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). City Manager’s Report and Council Calendar (D18-13 thru D18-14). City Manager Baroody reviewed the Manager’s report and Council Calendar. Activities highlighted on the report were as follows: Winter Restaurant Week, 4th Annual Gun Give Back Event Rescheduled, Special Refuse Collection Including Christmas Trees, Fall Leaf Collection Program Temporarily Suspended Due to Extreme Cold, 2nd Annual Snowball Fight, Public Survey on Family Fun Night, and Fire Department Staff Promotions, “Stop the Bleed” Kits Now Placed in Public Buildings Throughout the City, New City EOC Hosts Familiarization Training, Update on Revising the City’s 2006 Pathways Plan, Police Launch Fundraising Campaign to Construct Fallen Officers Memorial, and Police Install Drug Disposal Box.
