Lacey. Notice of Public Hearings (D18-95). The Clerk read the notice of the public hearings as they appeared in the local newspaper, the purpose being to solicit citizen input. Resolution 18-30, Supporting a Funding Application for Downtown Improvements through the Transportation Alternative Program (D18-95). no speakers. After staff presentation Councilor Kelly made a motion to approve Resolution 18-30, supporting a funding application for downtown improvements through the Transportation Alternative Program; motion was seconded by 19909 Public Hearing 03/27/18 Councilor Ellis and passed by the following recorded votes. City Council Present. Mayor Mary Katherine Greenlaw, Vice-Mayor William C. Withers, Jr. and Council members Kerry P. Devine, Dr. Timothy P. Duffy, Bradford C. Ellis, Charlie L. Frye, Jr. and Matthew J. Kelly. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager Doug Fawcett, City Attorney Kathleen Dooley, Transportation Administrator Erik Nelson, Director of Planning and Building Services Charles Johnston, Historic Resources Planner Kate Schwartz, Public Works Director David King, Budget Manager Deidre Jett and Clerk of Council Tonya B. Lacey. Opening Prayer and Pledge of Allegiance. Council was led in prayer by Councilor Bradford C. Ellis followed by the Pledge of Allegiance led by Mayor Mary Katherine Greenlaw. Officer Recognized. Mayor Greenlaw recognized the presence of Officer Chris Reyes at this evening’s meeting. Public Hearings (D18-95). The regular session was recessed in order to conduct the scheduled public hearings and immediately reconvened upon their conclusion. 19911 Regular Session 03/27/18 Citizen Comment. The following speaker participated in the citizen comment portion of this evening’s meeting. Matthew Meditz – 9403 Cumberland Drive, 22408, spoke on issues and concerns he was having with Germanna Community College. Council Agenda Presented. The following items were presented to Council for discussion. 7A. Advertised Tax Rate – Councilor Kelly 7B. VRE/Gas Tax Floor – Councilor Kelly 7C. Youth Activity – Councilor Frye Advertised Tax Rate – Councilor Kelly explained that City Council had their first budget work session for Fiscal Year 2019 and during their discussion they decided to advertise a one cent tax rate increase to give the Council flexibility during the budget cycle. Councilor Kelly made a motion to advertise a real estate tax increase of one cent; Councilor Devine seconded the motion and the motion passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). VRE/Gas Tax Floor – Councilor Kelly explained that the State was proposing to take all new gas tax money and putting it toward Virginia Railway Express (VRE). His concern was that the City already contributed toward the VRE. Councilor Kelly asked for the Council’s support if he asked that the City be credited the money they contribute already towards VRE. He said he did not have a problem with some of the money going to VRE but the City should get some of the money to put towards City projects. Council was supportive. 19912 Regular Session 03/27/18 Youth Activity – Councilor Frye announced that there would be a pitch, hit, and run activity at Sunshine Ballpark on April 7 from 9:00 a.m. to 4:00 p.m. The children ages 7- 14 will have the opportunity to participate at skill stations and they would be notified by age- group winners and those that qualify will play in an All-Star game at a Major League Baseball park. Councilor Kelly moved approval of the City Manager’s consent agenda items; motion was seconded by Councilor Devine and passed by the following recorded votes. Ayes (7). Staff gave a brief summary and Councilor Devine made a motion to approve Resolution 18-33, establishing the Historic Preservation Working Group; motion was seconded by Vice-Mayor Withers and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). 19914 Regular Session 03/27/18 Resolution 18-34, First Read Approved, Approving a Fiscal Year 2018 Budget Amendment Appropriating the Use of Fund Balance for Repairs to Lansdowne Road (D18-118). Staff gave a brief summary and Councilor Devine made a motion to approve Resolution 18-34, approving a Fiscal Year 2018 Budget Amendment appropriating the use of fund balance for repairs to Lansdowne Road; motion was seconded by Councilor Kelly. Council had a brief conversation about what the road would look like once repairs were complete and there was discussion about Spotsylvania doing a study for Route 2/17. Councilor Frye asked staff to also look at the standing water issue at the tracks The motion passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). Suspending the Rules. In order to place Resolution 18-34 on the agenda for second read Vice-Mayor Withers made a motion to suspend the rules; motion was seconded by Councilor Devine and passed by the following recorded votes. Resolution 18-34, Second Read Approved, Approving a Fiscal Year 2018 Budget Amendment Appropriating the Use of Fund Balance for Repairs to Lansdowne Road (D18-118). Vice-Mayor Withers made a motion to approve Resolution 18-34, approving a Fiscal Year 2018 Budget Amendment appropriating the use of fund balance for repairs to Lansdowne Road; motion was seconded by Councilor Kelly and passed by the following recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). 19915 Regular Session 03/27/18 City Manager’s Report and Council Calendar (D18-119 thru D18- 120). City Manager Baroody reviewed the Manager’s report and Council Calendar. Activities highlighted on the report were as follows: Fiscal Year 2019 Budget Work Sessions, City and University Meet to Discuss Working Together on Master Planning, and Pathways Plan Community Forum. Closed Meeting Approved (D18-121). Upon a motion Councilor Ellis, moved approval of a closed session under Virginia Freedom of Information Act section 2.2- 3711(A)(19) for the discussion of reports or plans related to the security of any governmental facility, building or structure, or the safety of persons using such facility, building or structure; specifically, for active shooter training for City Council and staff, for potential incidents in City Hall; motion was seconded by Councilor Kelly and passed by the following recorded votes. Ayes (7) Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye, and Kelly. Nays (0). Return to Open Meeting Approved. Upon the motion of Councilor Ellis seconded by Councilor Devine and passed by the following recorded votes, Council approved a return to an open meeting. Ayes (7) Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye, and Kelly. Nays (0). Resolution 18-35, Approved, Certifying Closed Meeting. Upon the motion Councilor Ellis approved Resolution 18-35 certifying the closed meeting; seconded by Councilor Devine and passed by the following recorded votes.
