DUFFY, WARD THREE Council Chambers, 715 Princess Anne Street Fredericksburg, Virginia 22401 January 2, 2024 The Council of the City of Fredericksburg, Virginia, met in special session on Tuesday, January 2, 2024, beginning at 12:00 p.m. in the Old Council Chambers of the Fredericksburg Area Museum. City Council Present. Mayor Kerry P. Devine. Vice-Mayor Charlie L. Frye, Jr., Council members Dr. Timothy P. Duffy, Jonathan A. Gerlach, Jason N. Graham, Jannan W. Holmes and Dr. Will B. Mackintosh. Others Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager David Brown, City Attorney Kathleen Dooley and Clerk of Council Tonya B. Lacey. Purpose. The purpose of this special session was as follows: • Swearing in of the newly elected members of City Council • Election of the Vice-Mayor • Appointment of the City Attorney • Appointment of the Clerk of Council • Appointment of the Deputy Clerk of Council • Adoption of Council Calendar 22025 Regular Session 01/02/24 Prayer and Pledge of Allegiance (D24-01). The meeting was opened with prayer by Rev. L. Tremayne Lacey, Pastor at the United Faith Christian Ministries followed by the Pledge of Allegiance led by Councilor Jason N. Graham. Welcoming Remarks. Welcoming remarks were made by Sam McKelvey, President and Chief Executive Officer of the Fredericksburg Area Museum. Keynote Remarks – The Honorable Abigail Spanberger, U.S. House of Representatives. Congresswoman Spanberger expressed gratitude to outgoing Mayor Mary Katherine Greenlaw for her dedication to Fredericksburg over the years. She presented Mayor Greenlaw with Congressional Record Remarks. Mayor Greenlaw thanked everyone for being present and she said it had been an honor and a privilege to serve a City that shows up whenever needed. Congresswoman Spanberger congratulated incoming Mayor Kerry Devine and At-Large members Jannan Holmes and Will Mackintosh. She noted the long public service of people from Fredericksburg in the Community, the Commonwealth and in the Country. Congresswoman Spanberger also noted the Bicentennial of Marquis de Lafayette farewell Tour of America and she reflected on his visit to the City. She said the City continues to build, run and maintain a strong community. Swearing in of Newly Elected Members of City Council (D24-02 thru D24-04). The Honorable Gordon F. Willis, Judge of the Fifteenth Judicial Court of Virginia, administered the oath of office to each of the elected member of City Council 22026 Regular Session 01/02/24 beginning with Mayor Kerry P. Devine, Councilors At-Large Jannan W. Holmes and Dr. Will B. Mackintosh. Election of Vice-Mayor – Charlie L. Frye, Jr. Councilor Duffy nominated Councilor Frye for the position of Vice-Mayor; motion was seconded by Councilor Graham and passed by the following unanimously recorded votes. Ayes (6). Councilors Devine, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). None. Abstained (1). Frye. Appointment of City Attorney – Kathleen A. Dooley. Upon the motion of Councilor Gerlach, seconded by Councilor Duffy and passed by the following unanimously recorded votes, Kathleen A. Dooley was appointed as the City Attorney. Ayes (7). Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). None. Appointment of Clerk of Council – Tonya B. Lacey. Upon the motion of Councilor Graham, seconded by Councilor Duffy and passed by the following unanimously recorded votes, Tonya B. Lacey was appointed as the Clerk of Council by the following unanimously recorded votes. Ayes (7). Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). None. Appointment of Deputy Clerk of Council – Brenda T. Martin. Upon the motion of Vice-Mayor Frye, seconded by Councilor Graham and passed by the following unanimously recorded votes, Brenda T. Martin was appointed as the Deputy 22027 Regular Session 01/02/24 Clerk of Council by the following unanimously recorded votes. Ayes (7). Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). None. Adoption of Calendar (D24-05). Councilor Holmes made a motion to accept the meeting calendar for calendar year 2024; motion was seconded by Councilor Mackintosh and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Frye, Devine, Duffy, Gerlach, Graham and Kelly. Nays (0). None. Adjournment.
