DUFFY, WARD THREE Fredericksburg, Virginia 22401 Council Work Session June 21, 2024 City Council Bi-Annual Planning Off-Site The Council of the City of Fredericksburg, Virginia held a bi-annual review on Friday, June 21, 2024, beginning at 8:30 a.m. at the Executive Plaza, 601 Caroline Street, on the third floor. Council Present. Mayor Kerry P. Devine, Vice-Mayor Charlie L. Frye, Jr. Councilors Timothy P. Duffy, Jonathan A. Gerlach, Jason N. Graham, Jannan W. Holmes and Will B. Mackintosh. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager David Brown, City Attorney Kelly J. Lacey, Assistant City Attorney Dori Martin, Finance Director Robyn Shugart, Human Resources Director Lesley Moore, Deputy Clerk of Council Brenda Martin and Clerk of Council Tonya B. Lacey. Others Present. Facilitator Tyler St. Clair, Kristy Choi, PFM Financial Director and Katie Pifer, PFM Financial Senior Managing Consultant. Overview of City: Capital Projects/Status/Staffing/Financials. Ms. Choi and Ms. Pifer presented a PowerPoint presentation and they covered the Overview, City’s Debt Portfolio – Outstanding Debt, City’s Existing Debt Portfolio – Annual Debt Service, City’s Upcoming Debt Issuance for Capital Needs, Impacts to City’s Outstanding Debt & Debt Service, Impact to City’s Debt to Assessed Value Ratio, City’s Debt to Assessed Value Ratio – Total vs. Taxable AV, Debt Service as a % of General Fund Revenues – Proposed Policy, Fund Balance Policy, Fund Balance History, Peer Unassigned Fund Balance Policies, Impact of Policy Change to City’s Fund Balance, Financial Policies Next Steps, Bond Financing Schedule, Fund Balance 1 History, Peer Analysis and Peer Other Fund Balance Policy Details. (See Attachment XVII for more information.) State of the City Workforce – Human Resources Director Moore presented a PowerPoint presentation and she began with The Purpose, City Workforce – Current Snapshot, Aging Workforce: Increase in Eligible Retirements, National-Local and State Government (Retirement), Retirements (January-December), Percentage of Employees Eligible for Retirement, Employees Eligible for Retirement Current – July 2027, Public Works – Employees Eligible for Retirement Current – July 2027, % Public Works Employees Eligible for Retirement Current – July 2027, Years of Service – All Full Time Employees; Years of Service – Police & Fire, Years of Service: Social Services and Public Works, Employee Turnover, Recruitment, Retention, and City Full-time Payroll All Funds. Mr. Whitley presented recruitment and Retention ideas to the Council and asked them to consider the changes. (See Attachment XVIII through XIX for more information.) ERP Implementation - 6 phases of ERP implemented working on parking tickets and water cut off, HR Recruitment Asset Management and work orders. ERP has allowed the City to offer better services to the Citizens. The staff is getting ready to work on Public Safety (CAD), this will make them more efficient. The RFP will be released in July and there is a two-year implementation period. Public Works Capital Improvement Projects – Assistant City Manager Brown gave an update on Public Works Capital Improvement projects. The projects included Wastewater Treatment Plant – Upgrading & Expansion Project, Motts Treatment Plant Upgrade & Expansion Project, Water Meter Replacement Project and the New Fire Station #3. Middle School – Staff reported that the new middle school was halfway completed with a July 2025 completion date. Revisiting the Vision. Ms. St. Claire walked the Council through the revision of the Vision statement. They were broken out into groups to review and make revisions. (See Attachment XX for more information.) Next Steps. Council did not complete their Vision and Desired future states and staff will schedule another meeting date to complete. 2  See attached the June 20-21, 2024 Off Site Report for more information (Attachment XXI).
