Present were Chair Rodriguez, Vice-Chair Markel, Secretary Braman, Rev. Michael Hirsch, Chair of the Fredericksburg Republican Party and Pastor of Calvary Chapel, Concerned Citizen Claudia Herzog and Director of Elections Hoffman. Chair Rodriguez made a motion to table the first two items on the Agenda – Status of the Polling Location Change and City Council Votes; and to insert accepting the February 14, 2017 and February 27, 2017 Minutes as Final. Vote was unanimous. Vice Chair Markel made a motion to accept the minutes and Chair Rodriguez seconded. Vote was unanimous. Guest Rev Chair Hirsch asked to record his comments (4:40 p.m.) to the Board and read the following: “I have come to let you know informally that I have spoken to a Constitutional lawyer who advised: ‘that it would be unconstitutional to exclude Page 2 the church as a Polling location because of your views expressed during a sermon.’ The Trustees of the CCC invite an inspection of our facility for fair consideration as a potential polling location.” (Memo attached) Rev Hirsch then left the meeting. TRAINING DATES: Training dates were chosen at the February meeting as follows: Precincts 201 and 401: May 16, 6 p.m. Precincts 301 and 402: May 18, 6 p.m. Precinct 101: May 20, 9-11 a.m. Cap Training: May 20, 12-2 p.m. L & A Testing will be April 22, 2017 at 9 a.m. April 28, 2017 Absentee Balloting begins. OFFICERS OF ELECTION: The following Officers were chosen to work the Primary on June 13, 2017: Precinct 101: Chief: Scott Vezina Asst Chief: Dennis Hatton Officers: Maureen Nolet, Don Moore, Kim Hicks, Barry Prokop Alternate: Margaret Donovan Precinct 201: Chief: Susan Tyler Asst Chief: Ann Reamy Page 3 Officers: Marian Dawgert, Marianna Bedway, Rosemarie McKeown, Ethel Hellman Alternate: Jacqueline Reader, Sharon Null Precinct 301: Chief: Barbara Benton Asst Chief: Yvonne Parker Officers: Jon Beckett, Meredith Beckett, Mandy Carr, Heather Crampton Alternate: Angela Maniece Precinct 401: Chief: Richard Davis Asst Chief: Carlos Mendez Vargas Officers: Deborah Pierce, Mary Mansfield,Diane Blesi (1/2), Edward Blesi (1/2), Evan Lawson Precinct 402: Chief: Claudia Herzog Asst Chief: Jacqueline Sue Maglin Officers: Roberta Sullivan, Catherine Samuel, Jacqueline Edwards, Dion Herbert Alternate: Diane Charles CAP: Chief: Dorcella Grate Asst Chief: Patricia Wallace Officers: Clyde Matthews, Jarrett Rodriguez, Virginia Burke Page 4 Director Hoffman will send letters to the Officers of Election chosen with dates for their training. Chair Rodriguez made a motion to have Rosemarie McKeown as Chief if Susan Tyler Declines to be Chief. Seconded by Secretary Braman for discussion. Motion did not pass as follows: Yea Nay Abstain Chair Rodriguez Vice Chair Markel Secretary Braman Vice Chair Markel said “the Chair of the Democratic Party should have input into who would be Chief.” AUTOMARK: We have a broken AutoMark that was taken back to PrintElect when they came to test our machines. This should be followed up on to see if this machine was fixed. THIRD FLOOR UPDATE: The third floor office space has been cleaned out and is available for the L & A testing and Board activities. NEW BUSINESS: Director’s Report: Invoices for itemized ESS&S bills will be sent to Chair Rodriguez who has been tracking bills. Elect no longer supplies envelopes for the elections – we will have to buy. Envelopes 11, 12,and 14 are not used. Number 15 has not existed since 2005. Items needed for the Primary will be discussed at the next meeting. Vice Chair Markel motioned and Chair Rodriguez seconded to have Gary Page 5 Fox from PrintElect help with the L & A testing and training. Contract discussion regarding Surety Bonds and Fidelity Bonds ensued.
