Roberson,Vice Chairperson Cathie Fisher Braman, Secretary FINAL MINUTES FROM AUGUST 21, 2018 BOARD MEETING Meeting called to order at 4:35 p.m. In attendance: Chair Rodriguez, Vice Chair Roberson, Director Hoffman, Secretary Braman, and Michael Kasey. Agenda Vice Chair Roberson moved to have the ExpressVote demonstration from Item B, section vii, and Item 5, vii, covered in the Director’s Report. Seconded by Secretary Braman. Passed unanimously. Chair Rodriguez motioned to change Agenda by eliminating 1, 2, 4 & 5 of Item vi of Section B. Seconded by Secretary Braman. Passed unanimously. Vice Chair Roberson motioned to approve the Agenda with a change to move the demonstration from Item B, sectionvii, #2 to Public comments. Seconded by Chair Rodriguez. Passed unanimously. Presentation Mr. Tyler Lincks from PrintElect gave a presentation on the new ExpressVote machine which would be a replacement for the AutoMark machines currently in use. (1) Difference ExpressVote machine is 1/3 the weight of the AutoMark, (2) ExpressVote uses blank 4 ¼” paper, (3) the font size on the ExpressVote can be increased. Public Session The Public Session was closed at 5:41 p.m. Acceptance of the Minutes Chair Rodriguez motioned to accept the minutes from the July 10 and July 17, 2018 meetings with changes. Vice Chair Roberson seconded. Passed unanimously. Page 2. New Business Director’s Report - attached Discussion on KnowInk: the Director wants to start the contract as of January 1, 2019. Director will find out if the letter to the City regarding change to Precinct 301 included a date in 2018. Change to date of Registration sessions. Corrected in attached report. Copy of Homeowner’s letter attached. Chair Rodriguez motioned to accept the Director’s Report, Vice Chair Roberson seconded. Passed unanimously. Elections B. i. ii. Incident Logs: Reviewed and all ok iv. Polling location 301 covered in Director’s Report. v. Discussion on number of machines at each precinct. For November: 2 machines at 101 and 301. Ben Franklin will create the Test Decks. There will be a Risk Limiting Audit in the future. Ballot order: 73% of current active voters: Precinct 101: 2,500 Precinct 201: 2,500 Precinct 301: 2,500 Precinct 401: 1,500 Precinct 402: 1,200 CAP: 800 Federal 100 Vice Chair Roberson made a motion to accept the EIF form (Election Information Form). Chair Rodriguez seconded. Passed unanimously. vi. Vice Chair Roberson motioned to accept the Recruitment Plan, seconded by Chair Rodriguez. Passed unanimously. Letter to the Officers of Election will request a photo be sent to the Registrar so it can be forwarded to Victor at the Fire Dept. to be made into badges. These badges will expire in February, 2020. If no picture is forwarded – pictures will be taken at training. Page 3 viii. Training dates: October 27, 2018 – 10 am – 12 pm: 3rd floor October 30, 2018 – 5:30 pm – 7:30 pm: Make-up training – Registrar’s Office. Chief in Training New Equipment: Need one Chief Box. EPB discussion tabled for another meeting.
