Meeting called to order at 1 p.m. In attendance: Chair Rodriguez, Vice Chair Roberson, Director Hoffman, Secretary Braman and guests, Caitlin Bennett, Chair FDC, and Charlotte Horne, Chair, FRC. 2. Approval of Agenda: Chair Rodriguez motioned to add the following to the Agenda: Officers of Election, Applications, Roster 2020, Officer of Election responses Training, VEBA Conference, and Closed Session. Not in that order. Vice Chair Roberson Seconded. Passed unanimously. 3. OLD BUSINESS A. Acceptance of the Minutes Vice Chair Roberson motioned to accept the December 4, 2019 minutes. Secretary Braman seconded. Passed unanimously. 4. Election Discussion Discussion of Officers of Election with Chair of FDC Bennett and Chair Horne, FRC. 5. Closed Session Going In: 2:04 p.m. Upon a motion made by Electoral Board member Rob Roberson, seconded by Electoral Board member Braman, the Electoral Board went into Closed Session pursuant to Section 2.2-3711 (A)(1) of the Code of Virginia for discussion of Election Security and personnel. Page 2. Upon a motion made by Chair Rodriguez and seconded by Vice Chair Roberson and passed unanimously, the Electoral Board reconvened to Open Session. Coming Out: 2:31 p.m. Certification Upon a motion by Chair Rodriguez and seconded by Vice Chair Roberson it was certified that(i) only public business matters lawfully exempted from open meeting requirement and only such public business matters a were identified in the motion by which the closed session was convened, were heard, discussed or considered (Election Security and Personnel) in the closed session by the Electoral Board. Public Session Public comment opened at 2:35 p.m. No one present for Public Comment. 7. NEW BUSINESS A. DIRECTOR’S REPORT Attached. Vice Chair Roberson motioned to accept the Director’s Report, Chair Rodriguez seconded. Passed unanimously. B. ELECTION DISCUSSION Vice Chair Roberson motioned to accept Jean Dahnk and Deborah Birkle as Officers of Election beginning March 2020. Chair Rodriguez seconded. Passed unanimously. Vice Chair Roberson motioned to accept the 2020 Roster of Election Officers. Chair Rodriguez seconded. Passed unanimously. Officers of Election for the March, May and June Elections were discussed. Jessica Atkinson will be put in as Assistant Chief for Precinct 402 until Evan Lawson contacts the Registrar. Marwin Dada will also be added to Precinct 402. Discussion of Trainings. Page 3.
