RECREATION COMMISSION
Minutes of May 15, 2014
The May meeting of the Fredericksburg Recreation Commission was held on
Thursday, May 15, 2014 at Maury Commons. The meeting was called to order at
approximately 7:00 p.m.
Present: Commissioners George Foster, Marcus Tepaske, Ken Kroko, Gary Olsen
and Susan Tyler. Absent: Tim Duffy and Matt Kelly. Also in attendance: Robert
Antozzi and Patricia Sparks.
I. Approval of Minutes: The minutes of April 17, 2014 were unanimously
approved.
II. Public Comment: None
III. Communications from the Director: The Commissioners reviewed the
following reports:
Financial Reports – April 2014
Sports Report – May 2014
Leisure/Special Events Report – May/June 2014
Ltr. to Dr. Antozzi in reference to Earth Day
Ltr. to Dr. Antozzi from Susan Denning in reference to Doggie Easter
Egg Hunt
IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and
trips.
V. Old Business:
A. Pathways – Dr. Antozzi reported that the culverts are installed and we
are waiting for the inspection to be completed on the Virginia Central
Railway Trail project. There will be a scheduled grand opening for the
VCR Trail. Commissioner Tyler stated that she was approached by two
people in reference to bikers on the Canal Path. One gentleman stated
that he had been hit three times. Dr. Antozzi stated that we would
monitor the situation.
B. Riverfront Park – Commissioner Kroko reported that the 2nd open
house held on May 3rd was not as well attended as the first. The
design firm, Rhodeside and Harwell, continue to accept comments from
the public. The two Riverfront Park concept options are not final, and
continue to progress as feedback is received. Commissioner Kroko

encouraged everyone to go on-line and make comments as to their
ideas, wants and needs. The design firm will make a presentation to
the ARB. Dr. Antozzi stated that he does not want to phase this project
out. Dixon Park and the pool were done in phases, and to this date the
second and third phase have not been done. Dr. Antozzi stated that he
preferred that the City acquire the funds to build this park from start to
finish.
C. Jenny Guth Donation - Dr. Antozzi reported that the City now owns
the property. The park will remain the same and we are not forbidding
use of the property. The Commissioners agreed to remove this item
from the agenda.

D. Park Signs – Commissioner Tepaske stated that the subcommittee
had met today with Mike Ward. The Commissioners discussed
designing a new, simple professional park logo that will allow a person
to identify the sign quickly as a city park. Dr. Antozzi stated that we
should contact Phil Brown, a City employee that is a graphic artist, in
regards to designing a City park logo. The Commissioners agreed to
submit several suggestions to Phil Brown. Commissioner Tyler stated
that the entrance sign to Motts Reservoir is covered up by overgrown
vegetation. The overgrowth needs to be cleared around the sign. She
also requested that signs be placed in both directions, at least 500
yards, prior to the entrance of Motts Run Reservoir. Dr. Antozzi stated
that he would notify Mike Ward.
E. Whitewater Park – Commissioner Tepaske stated that he had drafted
a letter to Mr. Scott Thomas updating him on the Commission’s
concerns on the development of a Whitewater Park.
VI. New Business:
Nomination of Officers – The Commissioners discussed and made a
motion to nominate officers for the 2014-2015 Recreation Commission.
A motion was made by Commissioner Kroko, seconded by
Commissioner Foster, to nominate Commissioner Tepaske as
Chairman, Commissioner Olsen as the Vice Chairman and Patricia
Sparks, as Secretary for the upcoming year 2014-2015. Motion
passed unanimously.

VII. Commission Concerns and Topics:
Commissioner Olsen asked if Dr. Antozzi was aware that the
Kenmore Tennis Courts had visible signs of cracking. Dr. Antozzi
stated that he would talk to Mike Ward.
Commissioner Kroko thanked Commissioner Tepaske for the
information sent out to the Commission in reference to attendance.
The meeting adjourned at 8:13 p.m.
