FREDERICKSBURG RECREATION COMMISSION Minutes of June 19, 2014 The June meeting of the Fredericksburg Recreation Commission was held on Thursday, June 19, 2014 at Maury Commons. The meeting was called to order at approximately 7:00 p.m. Present: Commissioners Marcus Tepaske, James Bailey, Tim Duffy, Matt Kelly, Ken Kroko, Gary Olsen and Susan Tyler. Absent: George Foster. Also in attendance: Robert Antozzi and Patricia Sparks. I. Approval of Minutes: The minutes of May 15, 2014 were unanimously approved. II. Public Comment: None III. Communications from the Director: The Commissioners reviewed the following reports: Financial Reports – May 2014 Sports Report – June 2014 Leisure/Special Events Report – June/July 2014 Email from Marine Corp Marathon to Parks & Recreation Staff Letter from Clerk of Council in reference to Susan Tyler’s reappointment Letter from Clerk of Council in reference to James Bailey’s appointment Letter from Bouchard & Associates in reference to Parks, Recreation and Public Facilities staff Letter from Mr. & Mrs. John Pickell in reference to staff at Motts Run Reservoir IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and trips. V. Old Business: A. Pathways – Dr. Antozzi reported that there has not been much change. Some progress has been made on Section 3 which connects Route 1 to Idlewild. A new traffic light with signalization will be installed where the pathway crosses Route 1. B. Riverfront Park – The Commissioners received a written summary from the Riverfront Park Task Force meeting held on June 3, 2014. The Riverfront Park Task Force reviewed and discussed both Option A & B as submitted by Rhodeside and Harwell. They agreed to move forward 1  with Option A, dependent on the modifications suggested during the meeting. In Option A, the park design is less cluttered and fragmented. Suggestions included incorporating a continuous river walk trail along the river (as shown in Option B); relocating the children’s play area away from the street; incorporating a more historical element; and adding aquatic gardens and shade structures. The Riverfront Park Task Force also discussed the Masonic Lodge building and its historical value. Commissioner Kelly stated that further studies need to be made prior to making any decisions on whether the building should be removed. With any type of demolition of historical buildings, the ARB will make a recommendation to City Council to have a building removed or not. Commissioner Kelly also stated that Rhodeside and Harwell will make a recommendation on the type (usage) and size of events that can be held at Riverfront Park. C. Park Signs – Commissioner Tepaske presented the Commissioners with a diagram of a simple park sign. Commissioner Tepaske also recommended dividing a sign into quarters and include a picture in each quarter on what is available in that particular park. Commissioner Kroko stated that it might be too much for a drive by. He would like for residents and visitors to be able to glance at a sign and know that it is a Fredericksburg City Park. Commissioner Kroko recommended having a vinyl sign designed and presented to the Commission. Commissioner Tepaske stated that he will take this information back to Mike Ward. VI. New Business: Election of Officers – A motion was made by Commissioner Kelly, seconded by Commissioner Tyler and unanimously approved to elect Commissioner Tepaske as Chairman, Commissioner Olsen as the Vice Chairman and Patricia Sparks, as Secretary for the upcoming year 2014-2015. VII. Commission Concerns and Topics: Commissioner Olsen asked how the progress on the Fall Hill Avenue bridge was going. Dr. Antozzi stated that the construction is going very well and is on schedule. Commissioner Kroko asked if the Commission could get an update on naming the pool. 2 Commissioner Tyler stated that when Public Works flushes the water lines we need to have a way to capture the water. Gallons of water are wasted and we need to find some way to use the water. Commissioner Bailey stated that he is delighted to be a member of the Recreation Commission. Dr. Antozzi congratulated Tim Duffy on his election to City Council. He also welcomed Mr. Bailey to the Recreation Commission, and he informed the Commission of Mr. Bailey’s involvement in getting the Mayfield Farmer’s Market up and running.
