January 4, 2021 The Fredericktown Village council met in regular session on January 4, 2021 at 7:00 p.m. at the Fredericktown Senior Citizen’s Center. PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker, Van Nostrand; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson. ABSENT: Council Member Turpen. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, United Methodist Church. ELECT COUNCIL PRESIDENT PRO-TEMPORE Brewer made a motion to nominate Lanuzza Seconded by Shoemaker. Brewer made a motion to close the nominations. Seconded by Shoemaker. All Yea, except Turpen. Brewer made a motion to approve Lanuzza as Council President Pro-Tempore. Seconded by Shoemaker. Brewer, de Rojas, Shoemaker and Van Nostrand voted in favor of Lanuzza as Council President Pro-Tempore. Lanuzza abstained. MINUTES: Lanuzza made a motion to approve December 7, 2020. Seconded by Shoemaker. All yea, except Turpen INTRODUCTION OF GUESTS: None LEGISLATION: SECOND READING – 2020-47 - A RESOLUTION ESTABLISHING MEMEBERSHIP IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION OLD BUSINESS: • Christmas Lighting Contest winners are as follows: 1st place: Karen Hessel, 18 North Mulberry Street; 2nd Place: Paul Linhares, 87 South Chestnut Street; 3rd Place: Michael Holley, 46 High Street. Honorable Mentions: Dave Dumbaugh, 147 South Main Street; Gary Gallogly, 29 West Mound Street; Brooke Dunham, 13 Miami Avenue. • Mayor thanked council member Van Nostrand for work on bandstand and Christmas Walk. The Christmas walk was well attended. NEW BUSINESS: • Mayor commended employees for reducing their spending in 2020 during the covid-19 pandemic. VILLAGE ADMINISTRATOR'S REPORT: • Representatives from K.E. McCartney will be here January 18th to discuss the updated water and sewer rate analysis (Change, they will be here on February 1st). • Will enter into one-year contract with K.E. McCartney for engineering services in 2021. • Senior Citizens thanked Council and Mayor for new ac/furnace unit. • Several employees have been affected by covid-19, themselves and/or family members. FISCAL OFFICER'S REPORT: • Looking at updating the Village website. Administrator and fiscal officer will look into options and bring to council at a future meeting. POLICE CHIEF REPORT: Will have 2020 Annual Report ready for next council meeting. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PUBLIC WORKS: Next meeting January 11th FINANCE COMMITTEE: Next Meeting January 18th PLANNING COMMISSION: Next meeting January 25th SAFETY COMMITTEE: Next meeting February 1st ADJOURNMENT – Lanuzza made a motion to adjourn.
