February 1, 2021 The Fredericktown Village council met in regular session on February 1, 2021 at 7:00 p.m. at the Fredericktown Senior Citizen’s Center. PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker; Fiscal Officer Graves; Village Administrator Snell; Chief Johnson; Solicitor Landon. ABSENT: Council Members Turpen and Van Nostrand. Lanuzza made a motion to excuse the absence of Council Member Van Nostrand. Seconded by Brewer. All Yea. (Turpen had notified Mayor Day via voice message earlier in the day that he would not be able to attend.) Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Richard Hasley, United Methodist Church. MINUTES: Lanuzza made a motion to approve January 4, 2020. Seconded by Shoemaker. All yea, except Turpen INTRODUCTION OF GUESTS: Grant Pepper, Knox Pages; Matthew Witter, from K.E. McCartney, discussed water and sewer rate study and offered recommendations. LEGISLATION: THIRD READING – 2020-47 - A RESOLUTION ESTABLISHING MEMEBERSHIP IN THE KNOX COUNTY REGIONAL PLANNING COMMISSION Lanuzza made a motion to pass Ordinance 2020-47. Seconded by de Rojas. All Yea, except Turpen and Van Nostrand. RESOLUTION 2021-01 – A RESOLUTION APPROVING AN AGREEMENT FOR THE YEAR 2021, BETWEEN THE VILLAGE OF FREDERICKTOWN AND THE KNOX COUNTY AREA DEVELOPMENT FOUNDATION FOR THE ADMINISTRATION, IMPLEMENTATION, AND MANAGEMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT SERVICES PROVIDED BY THE FOUNDATION TO THE VILLAGE OF FREDERICKTOWN Shoemaker made a motion to waive the three readings of Ordinance 2021-01 and declare an emergency. Seconded by Lanuzza. All Yea, except Turpen and Van Nostrand. Brewer made a motion to pass Ordinance 2021-01. Seconded by Lanuzza. All Yea, except Turpen and Van Nostrand. ORDINANCE 2021-02 – AN ORDINANCE AMENDING APPROPRIATIONS FOR THE FISCAL YEAR ENDING DECEMBER 31, 2021 De Rojas made a motion to waive the three readings of Ordinance 2021-02 and declare an emergency. Seconded by Shoemaker. All Yea, except Turpen and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021-02. Seconded by Brewer. All Yea, except Turpen and Van Nostrand. OLD BUSINESS: • Council Member Shoemaker spoke with Zoning Inspector Andy Fox about attending one meeting a month and submitting a monthly report. NEW BUSINESS: • Council Member Brewer thanked street employees for doing good job on plowing and salting the streets. VILLAGE ADMINISTRATOR'S REPORT: • Applied for TAP Funding for Phase II of the downtown revitalization project. • Should know soon if OPWC will fund for 2021 street paving. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the months of December 2020. Lanuzza made a motion to approve the financial reports, bills and bank statement for December 2020. Seconded by Shoemaker. All yea, excluding Turpen and Van Nostrand. POLICE CHIEF REPORT: • 2020 Annual Report is completed and is on Facebook page and website. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PUBLIC WORKS: Next meeting February 8th FINANCE COMMITTEE: Next Meeting February 15th PLANNING COMMISSION: Next meeting February 22nd SAFETY COMMITTEE: Next meeting March 1st EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose of discussing the possibility of selling surplus real estate, and litigation. Seconded by Brewer. All yea excluding Van Nostrand and Turpen. Council entered into executive session at 7:53 p.m. Council returned to regular session at 8:35 p.m. RESOLUTION NO. 2021-03 – A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A REAL ESTATE PURCHASE CONTRACT IN RELATION TO THE SALE OF PARCELS 65-50049.000 AND 65-50043.000 LOCATED ON EAST SANDUSKY STREET, FREDERICKTOWN, OHIO 43014 Lanuzza made a motion to waive the three readings of Ordinance 2021-03 and declare an emergency. Seconded by Brewer. All Yea, except Turpen and Van Nostrand. Lanuzza made a motion to pass Ordinance 2021-03. Seconded by Brewer. All Yea, except Turpen and Van Nostrand.
