The Fredericktown Village council met in regular session on February 22, 2021 at 7:00 p.m. at the
Fredericktown Senior Citizen’s Center.
PRESENT: Council Members Brewer, de Rojas, Lanuzza, Shoemaker and Van Nostrand; Fiscal
Officer Graves; Village Administrator Snell; Chief Johnson.
Mayor Day called the meeting to order at 7:00 p.m.
INVOCATION: Richard Hasley, United Methodist Church.
MINUTES: Lanuzza made a motion to approve February 1, 2020. Seconded by Shoemaker. All
yea, except Turpen.
INTRODUCTION OF GUESTS: None.
LEGISLATION:
ORDINANCE 2021-04 – ANNUAL APPROPRIATION ORDINANCE
Shoemaker made a motion to waive the three readings of Ordinance 2021-04. Seconded by De
Rojas. All Yea, except Turpen. Shoemaker made a motion to pass Ordinance 2021-04. Seconded
by Lanuzza. All Yea, except Turpen.
OLD BUSINESS:
• Council Member Van Nostrand discussed a list of items he had sent to planning and zoning
commissions in January of 2019 about several issues. Discussion followed.
NEW BUSINESS:
• Council discussed the water and sewer rate survey from K.E. McCartney. Council Member
Lanuzza made a motion that the Village to prepare legislation to increase the water rate by
2% annually for the next three years and the sewer rate decrease by 2% for the rest of 2021,
and increase annually by 1% for the next two years. Seconded by Brewer. All Yea, except
Turpen.
• Council Member Van Nostrand discussed these issues as followed:
o Dumpster on West 1st Street, refuse is blowing into his yard. Administrator Snell will
talk with Steve Minor, the owner.
o Vehicles parked too long in parking lots and spaces. Chief Johnson will look into the
matter.
o ODOT Bridge project with Fredericktown sign. Administrator Snell said this would be
around 2022.
o Would like to see trees planted at High Street corner. Administrator Snell said this had
been done.
o Doesn’t think zoning is being enforced in the Village. Andy will begin attending the
last meeting of the month, and Mayor will be speaking with Andy.
VILLAGE ADMINISTRATOR'S REPORT:
• Would like to hire a Service Department worker to replace Irl Ruhl, who retired at the end
of August 2020, and promote someone from within to fill the Service Department Foreman
position. Shoemaker made a motion to hire a service department worker, and to promote a
village employee to Service Department Foreman beginning in the month of March.
Seconded by Brewer. All Yea, except Turpen
FISCAL OFFICER'S REPORT:
• Council reviewed the bills, financial reports and bank reconciliation statement for the
months of January 2021. Lanuzza made a motion to approve the financial reports, bills and
bank statement for January 2021. Seconded by Shoemaker. All yea, excluding Turpen.

SOLICITOR'S REPORT: None
COMMITTEE REPORTS: None
SAFETY COMMITTEE: Next meeting March 1st
PUBLIC WORKS: Next meeting March 8th
FINANCE COMMITTEE: Next Meeting March 15th
PLANNING COMMISSION: Next meeting March 22nd
EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session for the purpose
of discussing a public employee/official. Seconded by Shoemaker. All yea excluding Turpen.
Council entered into executive session at 7:53 p.m. Council returned to regular session at 8:01 p.m.
ADJOURNMENT – Brewer made a motion to adjourn. Seconded by Shoemaker. All Yea, except
Turpen.
