April 18, 2022 The Fredericktown Village council met in regular session on April 18, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Shoemaker and McKnight; Administrator Snell; Fiscal Officer Graves; Chief Myers; Solicitor Landon. ABSENT: Council Member Lanuzza. Shoemaker made a motion to excuse the absence of Council Member Lanuzza. Seconded by Hobson. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Invocation was given by Pastor Ruth Douglas. MINUTES: • Hobson made a motion to approve the April 4, 2022 minutes with change. Missing approval of 2022-06. Seconded by Brewer. INTRODUCTION OF GUESTS: • R.C. Wise, Village of Gambier Administrator spoke about the electric charging stations they have added in the Village. • Bob Snavely from Palmer Energy (Our current broker for electric aggregation) spoke about Volunteer Energy’s (our current supplier of gas aggregation) bankruptcy. With gas prices so high right now, Palmer Energy recommends waiting until summer or early fall to lock in new rates with a supplier. LEGISLATION: (Second Reading) ORDINANCE 2022-08 AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS (Second Reading) RESOLUTION 2022-09 - A RESOLUTION TO AUTHORIZE THE FISCAL OFFICER TO AMEND THE 2022 BUDGET AND APPRORIATIONS FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR (Second Reading) RESOLUTION 2022-10 - AN RESOLUTION TO AUTHORIZE THE FISCAL OFFICER TO AMEND THE 2022 BUDGET AND APPRORIATIONS FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR (Emergency) RESOLUTION 2022-12 RESOLUTION APPROVING PARTICIPATION IN THE ONEOHIO REGION 18 GOVERNANCE STRUCTURE UNDER THE ONEOHIO MEMORANDUM OF UNDERSTANDING de Rojas made a motion to waive the three readings of Resolution 2022-12. Seconded by Shoemaker. All Yea, except Lanuzza. Shoemaker made a motion to pass Resolution 2022-12. Seconded by Brewer. All Yea, except Lanuzza. OLD BUSINESS: None NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of March 2022. Hobson made a motion to approve the financial reports, bills and bank statement for March 2022. Seconded by Shoemaker. All Yea, except Lanuzza. • Workers’ Comp Renewal, will renew with Sedgewick. • Will be putting up years 2019, 2020 and 2021 up on Ohio checkbook website. POLICE CHIEF REPORT: • Doing background check next week on potential patrolman hire. • Village Administrator and Chief met with Knox County EMA on April 8th about the upcoming eclipse in April 2024. They are making preparations for the influx of people in the area during the eclipse. • Neighborhood Watch meeting, April 19th 6:30 p.m. • Police & EMS training for mental health first aid, April 20th • Drug take back day April 30th 10:00 a.m. to 2:00 p.m. ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: • First of two Public Records Meetings was held April 18th, 2022 at 6:45 p.m. COMMITTEE REPORTS: None PLANNING COMMISSION: Next meeting May, date to be determined. SAFETY & FINANCE COMMITTEES: • Well #3 needs serviced and new parts at approximate cost of $31,000. Shoemaker made a motion to proceed with repairs. Seconded by Hobson. All Yea, except Lanuzza. • Roof needs replaced at water plant. Village Administrator will get additional quotes. • Will get quotes for new work truck once state bid pricing becomes available. • Next meeting May 2nd PUBLIC WORKS: Next meeting May 16th MISCELLANEOUS COMMITTEE REPORTS: None ADJOURNMENT – Hobson made a motion to adjourn.
