June 20, 2022 The Fredericktown Village council met in regular session on June 20, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Shoemaker and McKnight; Administrator Snell; Fiscal Officer Graves; Chief Myers. ABSENT: Council Members de Rojas and Lanuzza. Hobson made a motion to excuse the absence of Council Members de Rojas and Lanuzza. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Gail Angel, Fredericktown United Methodist Church. MINUTES: • Shoemaker made a motion to approve the June 6, 2022 council meeting minutes. Seconded by Brewer. All Yea, except de Rojas and Lanuzza. • McKnight made a motion to approve the June 6, 2022 budget hearing minutes. Seconded by Shoemaker. All Yea, except de Rojas and Lanuzza. INTRODUCTION OF GUESTS: None LEGISLATION: (Third Reading) ORDINANCE NO 2022-13 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2023 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR Hobson made a motion to pass Resolution 2022-13. Seconded by Brewer. All Yea, except de Rojas and Lanuzza. (Second Reading) RESOLUTION NO. 2022-19 - A RESOLUTION TO AUTHORIZE A REVOCABLE PERMIT FOR OWNERS/TENANTS TO OCCUPY THE PUBLIC RIGHT-OF- WAY IN A MANNER THAT WILL NOT IMPEDE THE PROPOSED STREETSCAPE PROJECT Further discussion was had about verbiage of legislation. (Second Reading) RESOLUTION NO. 2022-20 – ACCEPTING THE RECOMMENDATIONS OF THE 2022 KNOX COUNTY TAX INCENTIVE REVIEW COUNCIL CONCERNING PARCELS OF COMMERCIAL REAL PROPERTY IN THE VILLAGE OF FREDERICKTOWN RECEIVING TAX EXEMPTIONS FOR PURPOSES OF ECONMIC DEVELOPMENT Shoemaker made a motion to waive the third reading of Resolution 2022-20. Seconded by Hobson. All Yea, except de Rojas and Lanuzza. Brewer made a motion to pass Resolution 2022-20. Seconded by Hobson. All Yea, except de Rojas and Lanuzza. RESOLUCTION NO. 2022-21 – A RESOLUTION AWARDING THE 2022 SEWER SEPARATION PROJECT PHASES 9, 10, & 11 TO UNDERGROUND UTILITIES, INC., FOR A COST OF $577,411, AND PASSING AS AN EMERGENCY Shoemaker made a motion to waive the third reading of Resolution 2022-21. Seconded by Brewer. All Yea, except de Rojas and Lanuzza. Shoemaker made a motion to pass Resolution 2022-21. Seconded by Brewer. All Yea, except de Rojas and Lanuzza. OLD BUSINESS: • Further discussion on food trucks in Village. Looking into amending current ordinance and adding to new zoning ordinance that is currently being written. NEW BUSINESS: • Mayor, Administrator and Chief all commended the Village employees, Fire Department, EMS, volunteers and community for coming together and helping with storm clean-up from the June 13th storms and power outages. • Shoemaker went to Shelby to look at their Streetscape project and spoke with them about issues they had. The main issues they had were communication with businesses during the project, parking, and detours. Suggested having a page on the Village website with updates and maps during the project. VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT: • Neighborhood Watch Meeting – Tuesday, June 21 at 6:30 p.m. • National Night Out – Tuesday, August 2. • Had issues with generator during power outage. Looking into a maintenance contract with Miller Electric. ZONING INSPECTOR’S REPORT: None SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next Meeting June 22nd • Shoemaker said electric sign for square will likely not be here until July. • Council discussed the block letter “F” for the water tower after it is painted. Shoemaker made a motion to move forward with the “F” for the water tower at a cost of $7,500. Seconded by McKnight. All yea, except de Rojas and Lanuzza.
