July 18, 2022 The Fredericktown Village council met in regular session on July 18, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, Shoemaker and McKnight; Fiscal Officer Graves; Chief Myers. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Andy Smith, NewLife Community Church. MINUTES: • McKnight made a motion to approve the June 20, 2022 council meeting minutes. Seconded by Hobson. All Yea. INTRODUCTION OF GUESTS: Mickey Cochran spoke about William McMahon, an Air Force Medic who was killed in Vietnam. Mickey described William’s heroic efforts in saving lives. He would like to see Bill awarded some kind of medal of honor. LEGISLATION: (Third Reading) RESOLUTION NO. 2022-19 - A RESOLUTION TO AUTHORIZE A REVOCABLE PERMIT FOR OWNERS/TENANTS TO OCCUPY THE PUBLIC RIGHT-OF- WAY IN A MANNER THAT WILL NOT IMPEDE THE PROPOSED STREETSCAPE PROJECT Lanuzza made a motion to pass Resolution 2022-19. Seconded by Brewer. Brewer – Yea; de Rojas- Yea; Lanuzza – Yea; McKnight – Yea; Shoemaker – Yea; Hobson – Nay. (First Reading) RESOLUTION 2022-22 - A RESOLUTION ADOPTING AND IMPLEMENTING A UNIFORM POLICY FOR PROJECTS FUNDED IN WHOLE OR IN PART BY FEDERAL FUNDING AND DECLARING AN EMERGENCY Council Member Hobson suggested having our Village Solicitor, Adam Landon, look over the policy before the legislation is passed. Fiscal Officer Graves will send it Adam this week. (First Reading) RESOLUTION NO. 2022-23 A RESOLUTION ESTABLISHING A NEW FUND 4904 FOR THE VILLAGE OF FREDERICKTOWN ORDINANCE 2022-24 - AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Hobson made a motion to waive the three readings of Ordinance 2022-24. Seconded by Lanuzza. All Yea. Hobson made a motion to pass Ordinance 2022-24. Seconded by Lanuzza. All Yea. OLD BUSINESS: • Further discussion on food trucks in Village. Will be in new zoning ordinance that is currently being written. • Shoemaker said metal sign base from Custom Cutters is almost done. • Shoemaker said the grant application was sent to the Knox County Foundation to help pay for the traffic signal in the Streetscape Project. Applied for $90,000, hopefully will get half of that amount. • Had discussion whether or not to proceed with paving of West 1st Street parking lot. Some concern over the rising material costs has some council members concerned that the Streetscape budget will be more than planned for. Shoemaker made a motion to proceed with paving the West 1st Street  parking lot. Seconded by de Rojas. Brewer – Nay; de Rojas – Yea; Hobson – Nay; Lanuzza – Nay; McKnight – Yea; Shoemaker – Yea. Tie vote – Mayor voted Nay. The Village will not proceed with paving the West 1st Street parking lot this year. Hopefully pave it in 2024. • Lanuzza thanked the community coming out to the retirement party for outgoing Park Director Bill Whaley on July 4th. NEW BUSINESS: • Mayor mentioned an injury occurred on the bike trail. Resident has been contacted regarding the incident. • de Rojas discussed the social chatter about the complaints on the water/sewer rates. Suggested putting an explanation on our website why are rates are set at those amounts. VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of June 2022. Hobson made a motion to approve the financial reports, bills and bank statement for June 2022. Seconded by Lanuzza. All Yea. POLICE CHIEF REPORT: • Neighborhood Watch Meeting – Tuesday, July 19 at 6:30 p.m. • National Night Out – Tuesday, August 2.
