August 15, 2022 The Fredericktown Village council met in regular session on August 15, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Lanuzza, and Shoemaker; Administrator Snell; Fiscal Officer Graves; Chief Myers. ABSENT: Council Members McKnight and Hobson. Lanuzza made a motion to excuse the absence of Council Members McKnight and Hobson. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Gail Angel, Fredericktown United Methodist Church. MINUTES: • Lanuzza made a motion to approve the July 18, 2022 council meeting minutes. Seconded by de Rojas. All Yea, except Hobson and McKnight. INTRODUCTION OF GUESTS: • Tina Cockrell, with Knox Public Health talked about the uptick in Lyme disease in Knox County, and gave Lyme disease information to hand out to residents. • Rita Fenton asked about what the restrictions are about farm animals in the Village. Mayor will check and get back with her. LEGISLATION: (Second Reading) RESOLUTION 2022-22 - A RESOLUTION ADOPTING AND IMPLEMENTING A UNIFORM POLICY FOR PROJECTS FUNDED IN WHOLE OR IN PART BY FEDERAL FUNDING AND DECLARING AN EMERGENCY Village Solicitor, Adam Landon, looked over the policy and suggested that the Village add information into the Village’s Record Retention schedule regarding record keeping for federal funding. (Second Reading) RESOLUTION NO. 2022-23 A RESOLUTION ESTABLISHING A NEW FUND 4904 FOR THE VILLAGE OF FREDERICKTOWN RESOLUTION 2022-25 - AMEND APPROPRIATIONS Lanuzza made a motion to waive the three readings of Ordinance 2022-25. Seconded by Brewer. All Yea, except McKnight and Hobson. Lanuzza made a motion to pass Ordinance 2022-25. Seconded by Brewer. All Yea, except McKnight and Hobson. ORDINANCE 2022-26 - AN ORDINANCE AMENDING THE 2022 CERTIFICATE OF ESTIMATED RESOURCES FOR THE VILLAGE OF FREDERICKTOWN Shoemaker made a motion to waive the three readings of Ordinance 2022-26. Seconded by Lanuzza. All Yea, except McKnight and Hobson. Shoemaker made a motion to pass Ordinance 2022-26. Seconded by Brewer. All Yea, except McKnight and Hobson. ORDINANCE 2022-27 - AN ORDINANCE AMENDING APPROPRIATIONS FOR THE FISCAL YEAR ENDING DECEMBER 31, 2022 Lanuzza made a motion to waive the three readings of Ordinance 2022-27. Seconded by Brewer. All Yea, except McKnight and Hobson. Lanuzza made a motion to pass Ordinance 2022-27. Seconded by Brewer. All Yea, except McKnight and Hobson. (First Reading) RESOLUTION NO. 2022-28 - A RESOLUTION DECLARING CERTAIN VILLAGE PROPERTY SURPLUS AND DISPOSING OF THAT PROPERTY THROUGH INTERNET AUCTION ON GOVDEALS.COM OLD BUSINESS: • Shoemaker said electric sign should be installed soon. • Mayor thanked Chief for a great National Night Out Event. NEW BUSINESS: • Trick or Treat night set for Monday, October 31 from 5:30 to 7:00 p.m. • Lanuzza would like the Council Members to think about going to one council meeting per month starting in January 2023, and discuss at next meeting. VILLAGE ADMINISTRATOR'S REPORT: • Paving is starting Tuesday, August 16. • Crew is here working on water tower rehab. • Sewer separation project will after Tomato Show. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of July 2022. Shoemaker made a motion to approve the financial reports, bills and bank statement for July 2022. Seconded by Lanuzza. All Yea, except McKnight and Hobson POLICE CHIEF REPORT: • Neighborhood Watch Meeting – Tuesday, August 16 at 6:30 p.m. • Will have extra patrol out on first day of school, Wednesday, August 17. • Had between 300-350 people attend National Night Out. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next Meeting August 22nd PUBLIC WORKS, SAFETY & FINANCE: Next meeting September 19th MISCELLANEOUS COMMITTEE REPORTS: • Shoemaker said there will be a Steering Committee meeting about the benches for the Streetscape Project, and seeing about getting new renderings done of the Streetscape Project and be displayed at the Tomato Show.
