September 19, 2022 The Fredericktown Village council met in regular session on September 19, 2022 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, McKnight and Shoemaker; Administrator Snell; Fiscal Officer Graves; Chief Myers. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Brian Snow, First Baptist Church. MINUTES: • Lanuzza made a motion to approve the August 15, 2022 council meeting minutes. Seconded by Brewer. All Yea, except Hobson, abstained. INTRODUCTION OF GUESTS: • John Walsh and Joe Walsh spoke again about EV charging stations. Would like Council to give them ideas of locations they want them to be placed. Council will submit questions to Administrator Snell to forward to John Walsh about the charging stations. • Barb Kandel expressed concerns over the proposed stop signs at College and Mill Streets for the Streetscape Project. LEGISLATION: (Third Reading) RESOLUTION 2022-22 - A RESOLUTION ADOPTING AND IMPLEMENTING A UNIFORM POLICY FOR PROJECTS FUNDED IN WHOLE OR IN PART BY FEDERAL FUNDING AND DECLARING AN EMERGENCY Hobson made a motion to pass Resolution 2022-22. (Second Reading) RESOLUTION NO. 2022-28 - A RESOLUTION DECLARING CERTAIN VILLAGE PROPERTY SURPLUS AND DISPOSING OF THAT PROPERTY THROUGH INTERNET AUCTION ON GOVDEALS.COM RESOLUTION NO. 2022-29 - A RESOLUTION AUTHORIZING THE FISCAL OFFICER TO APPLY FOR COUNTY PERMISSIVE FUNDS AND DECLARING AN EMERGENCY Hobson made a motion to waive the three readings of Resolution 2022-29. OLD BUSINESS: • Mayor Day thanked Belinda Litt for the donation of the electric sign that was installed on the square, as well as the anonymous donor of the 2022 Fredericktown Tomato Show plate to the Village. NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: • Administrator Snell thanked Doug Turpen for helping with Splash park for the summer. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of August 2022. Hobson made a motion to approve the financial reports, bills and bank statement for August 2022. Seconded by Shoemaker. All Yea. POLICE CHIEF REPORT: • Thanked the Neighborhood Watch volunteers for helping with the police booth at the Tomato Show. • Neighborhood Watch meeting Tuesday, September 20, 6:30 p.m. SOLICITOR'S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next Meeting September 26th, 5:00 P.M. PUBLIC WORKS, SAFETY & FINANCE: • Finance - Hobson made a motion to approve the change in the amount for the 2022 Street Paving Project from $113,865 to $116,428.83. Seconded by Lanuzza. All Yea. • Shoemaker thanked all the volunteers who helped with the fundraiser booth for the Streetscape Project benches and trash cans. • de Rojas would like Council to revisit water and sewer tapping fees as well as water and sewer methodology. • Council discussed a sign policy for the new electric sign. Several ideas were raised. Asked Fiscal Officer Graves to put the draft on the Google Drive for them to look at, and revisit at next council meeting. • Next meeting October 17th, 5:30 P.M MISCELLANEOUS COMMITTEE REPORTS: None ADJOURNMENT – Lanuzza made a motion to adjourn.
