May 8, 2023 The Fredericktown Village council met in special session on May 8, 2023 at 5:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, McKnight, and Shoemaker; Village Administrator Snell; Fiscal Officer Graves. ABSENT: Council Member de Rojas. Hobson made a motion to excuse the absence of Council Member de Rojas. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 5:00 p.m. Purpose of meeting was to discuss / pass legislation for SIB loan for Streetscape Project and 2023 Street Paving. LEGISLATION RESOLUTION NO. 2023-13 - A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO A LOAN AGREEMENT WITH STATE INFRASTRUCTURE BANK (SIB) FOR A LOAN IN THE AMOUNT OF $200,466 IN ORDER TO ENSURE ADEQUATE FUNDING FOR THE STREETSCAPE PROJECT, AND DECLARING AN EMERGENCY Lanuzza made a motion to waive the three readings of Resolution 2023-13. Seconded by Hobson. All Yea, except de Rojas. Lanuzza made a motion to pass Resolution 2023-13 and pass as emergency. Seconded by Hobson. All Yea, except de Rojas. RESOLUTION NO. 2023-14 - A RESOLUTION AWARDING THE VILLAGE OF FREDERICKTOWN 2023 STREET IMPROVEMENT PROJECT TO KOKOSING CONSTRUCTION COMPANY, INC., AND AUTHORIZING THE VILLAGE ADMDINISTRATOR TO SIGN AND EXECUTE AN AGREEMENT WITH KOKOSING CONSTRUCTION COMPANY, INC., AND DECLARING AN EMERGENCY Shoemaker made a motion to waive the three readings of Resolution 2023-14. Seconded by Lanuzza. All Yea, except de Rojas. Lanuzza made a motion to pass Resolution 2023-14 and pass as emergency. Seconded by Shoemaker. All Yea, except de Rojas.
