May 15, 2023 The Fredericktown Village council met in regular session on May 15, 2023 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, McKnight, and Shoemaker; Village Administrator Snell; Fiscal Officer Graves. ABSENT: Mayor Day. President Pro-Tempore Lanuzza called the meeting to order at 7:00 p.m. INVOCATION: Brian Snow, First Baptist Church. MINUTES: Hobson made a motion to approve the April 17, 2023 council meeting minutes. Seconded by Shoemaker. All Yea. Hobson made a motion to approve the April 24, 2023 council meeting minutes. Seconded by Shoemaker. All Yea, except Brewer – Abstained. Hobson made a motion to approve the May 8, 2023 council meeting minutes. Seconded by Brewer. All Yea, except de Rojas, – Abstained. VISITOR COMMENTS: Helen Fry • Why driveway ordinance isn’t always enforced. • Wanted clarification on legislation 2023-12 and 2023-13. Lanuzza clarified that 2023-12 is giving the Village Administrator the permission to apply for the SIB Loan, 2023-13 is giving the Village Administrator the permission to enter into an agreement for the SIB Loan. • Had question about Public Hearing Question on new zoning ordinance, will be covered during the Council Work Session on May 18. • Helen sent an email to Council about the Water Quality report on our website regarding the verbiage about Council Meetings. Fiscal Officer Graves answered her question in that the report says "...or as posted in the Mount Vernon News." We passed legislation on December 5, 2022, the legislation was posted in the Mount Vernon News on December 10 and 17. (The public notice states the legislation is on file in the municipal building.) Graves feels that this is sufficient, and that the report does not need updated - we will update it for the 2023 report if necessary. President Pro-Tempore Rick Lanuzza noted that there was no malicious intent regarding the verbiage. (Mike Hannan, our Utilities Superintendent, prepares the report and was unaware council had changed their meeting dates. Graves and the Utility Clerk were unaware the verbiage was on the report.) LEGISLATION (Second Reading) ORDINANCE NO. 2023-11 – AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2024 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR (First Reading) RESOLUTION 2023-15 – A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH THE PARK NATIONAL BANK FOR BANKING SERVICES ORDINANCE NO. 2023-16 – AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS Hobson made a motion to waive the three readings of Ordinance 2023-16. FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of April 2023. POLICE CHIEF REPORT: • Neighborhood Watch Meeting – Tuesday, May 16 at 5:30 p.m. • Received Gold Award from Lexipol for Policy Management. SOLICITOR'S REPORT: • Attended Records Commission Meeting. Passed revised Record Retention Schedules for Village Office and Police Department. The Village schedule added Covid suggested retention items, and the police department added body camera footage items. COMMITTEE REPORTS: PLANNING COMMISSION: • Council will hold work session regarding the new zoning ordinance on Thursday, May 18. Wendy from Compass Point will attend. • De Rojas asked why Andy Fox had not been attending meetings. She would like to at least his reports shared electronically. BWC GRANT We have received the cash payment and we have taken ownership of the new inflatable shoring. The company representative also gave our Service Department staff training on properly setting up the shoring. This equipment will help to ensure that our staff can work safely in trenches for utility line installation, taps and repairs. COMMUNITY DEVELOPMENT The Fredericktown Community Development Foundation (FCDF) met on May 4th to discuss economic development in the community. They will meet again at the FLS Board of Education Building on Thursday, June 1st. ELECTRIC VEHICLE CHARGERS Joe Walsh has informed us that the electric vehicle charges are now working properly and available for public use. They are currently free to use until Council dictates otherwise. LIBRARY MAINTENANCE We mow the library weekly, or as needed, and we are preparing to mulch the library and we will have gone from renting rugs to purchasing rugs and having them cleaned only as needed, as opposed to renting rugs and having them cleaned every two weeks. STREET IMPROVEMENTTS The two submitted bids were opened publicly on May 1st for the 2023 Street Improvements. The engineer’s estimate for this project was $205K. Kokosing Construction submitted the low bid of $189K and Small’s submitted a bid of $221K. The project consists of: • milling and paving all of Mulberry Street • milling and paving Struble Circle, the northern half of the circle • possibly milling and paving several patches on badly deteriorated spots The Public Works Committee recommended paving these two streets, based on volume of traffic and the current condition of the streets in question. Council approved awarding this project to Kokosing Construction and we are waiting for the contract documents to be signed and returned by Kokosing Construction at which point we will sign the contract and move forward with getting construction scheduled. 1/2 OEPA GRANT We followed up with OEPA and were informed that grant applications are still being reviewed to determine which grant requests will be funded. We had submitted an application with the OEPA for hydrant/valve exercising equipment. We anticipate hearing back from OEPA in regards to this request sometime this month. PLANNING COMMISSION The Planning Commission will continue to meet on an as needed basis. SERVICE DEPARTMENT The crew fixed a water leak at the Fredericktown Head Start on High Street this week. They have also begun mowing weekly and they are collecting brush on the first and third Wednesday of the month until roughly mid-October. SHADE TREE COMMITTEE Our Arbor Day event was postponed, due to rainy weather the last week of April. We did eventually work with Ms. Gregg’s sixth-grade science class in getting the trees planted. The tree planting was a success but we still have a couple to plant in a really water saturated area. We have also had a contractor remove several diseased and aging trees in Village right-of-way. We will replant trees in the areas where trees have been removed, if at all feasible. STREETSCAPE Mayor and I spoke with ODOT this week and they still anticipate moving forward with advertising the project around May 11th. The project will NOT include the traffic masts and traffic signals at the square and existing traffic lights will be eliminated from Main and College and Main and Mill/High. The tentative schedule is as follows: • ODOT will complete their estimated construction costs around April 21st • The project will be advertised beginning around May 11th • The project will likely be awarded around July 3rd • Construction will likely start right after the 2023 Tomato Show ends • The project will likely be finished sometime in 2024, depending on supply chain issues • We will receive our TAP funding as planned, even if the project runs into 2024 • The paving (overlay) will be included as part of the project UTILITIES We will be flushing fire hydrants and exercising valves throughout the Village in the month of July. ZONING We will hold a Council Work Session on May 15th, at 5:30 PM to discuss the proposed new Zoning Ordinance. 2/2
