November 4, 2024 The Fredericktown Village Council met in regular session on November 4, 2024 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, and McKnight; Administrator Snell; Chief Myers; Fiscal Officer Graves. ABSENT: Council Members de Rojas and Shoemaker. Hobson made a motion to excuse the absence of Council Member Shoemaker. Seconded by Lanuzza. All Yea. Mayor Jerry Day called the meeting to order at 7:00 p.m. INVOCATION: Sheila Winters, Freewill Baptist Church. MINUTES: • Lanuzza made a motion to approve the October 21, 2024 council meeting minutes. Seconded by Hobson. All Yea, except de Rojas and Shoemaker. VISITOR COMMENTS: None LEGISLATION: (Third Reading) RESOLUTION NO. 2024-28 - A RESOLUTION AUTHORIZING THE FISCAL OFFICER TO APPLY FOR COUNTY PERMISSIVE FUNDS Lanuzza made a motion to pass Resolution 2024-28. Seconded by Brewer. All Yea, except de Rojas and Shoemaker. (Second Reading) RESOLUTION NO. 2024-29 - A RESOLUTION ESTABLISHING THE TIME AND PLACE FOR THE MEETINGS OF THE COUNCIL OF THE VILLAGE OF FREDERICKTOWN FOR THE YEAR 2025 (Emergency) RESOLUTION NO. 2024-30 - A RESOLUTION AUTHORIZING THE MAYOR, OR HIS DESIGNEE, TO ENTER INTO AN AGREEMENT WITH AVETIN ENGINEERING, LTD., FOR THE DESIGN, ENGINEERING AND INSTALLATION OF THE REPLACEMENT BIOSOLIDS DEWATERING AND DRYING EQUIPMENT AT THE VILLAGE’S WASTEWATER TREATMENT PLANT AND DECLARING AN EMERGENCY Lanuzza made a motion to waive the three readings of Resolution 2024-30. Seconded McKnight. All Yea, except de Rojas and Shoemaker. Lanuzza made a motion to pass Resolution 2024-30. Seconded by Brewer. All Yea, except de Rojas and Shoemaker. (First Reading) RESOLUTION NO. 2024-31 - A RESOLUTION PROVIDING TEMPORARY APPROPRIATIONS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2025 OLD BUSINESS: • Water Improvements Project – Will be out to bid late Winter • Hobson, generator cost – Snell said Miller electric has not given him an estimate yet. • Sewer Plant Project – 8-10 months to build, should be installed within a year. • Marijuana Moratorium (2024-11 expires December 20th) – Get information from Village Solicitor NEW BUSINESS: None VILLAGE ADMINISTRATOR'S REPORT: None. FISCAL OFFICER'S REPORT: • Public Records meeting scheduled for November 18, 2024 at 6:30 p.m. • Girl Scout Troop #7690 is working on Democracy badges. They will be the touring Village offices November 19, 2024 at 4:00 p.m. Council members are encouraged to attend. POLICE CHIEF REPORT: • Neighborhood Watch Meeting/Potluck, Tuesday, November 19, 6:30 p.m. • Participated in Unification Drill with local departments on October 24th. SOLICITOR’S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: To be determined. FINANCE, PUBLIC WORKS, SAFETY: Next meeting November 18th MISCELLANEOUS COMMITTEE REPORTS: None EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session to discuss employee compensation and asked Fiscal Officer Graves to remain. Seconded by Hobson. All yea, except de Rojas and Shoemaker. Council entered into executive session at 7:21 p.m. Council returned to regular session at 7:56 p.m. ADJOURNMENT – McKnight made a motion to adjourn. Seconded by Brewer.
