June 16, 2025 COUNCIL PUBLIC HEARING ON THE ANNUAL BUDGET June 16 at 6:45 p.m. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza; McKnight; Shoemaker; Administrator Snell; Chief Myers; Fiscal Officer Graves. A Public Hearing was held at 6:45 p.m. on the proposed budget for the Village for the year ending December 31, 2026. No one from the public was present. Hobson made a motion to close the public hearing. Seconded by Lanuzza. All yea. Hearing closed at 6:50 p.m. ************************************************************************** REGULAR SESSION The Fredericktown Village Council met in regular session on June 16, 2025 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza; McKnight; Shoemaker; Administrator Snell; Chief Myers; Fiscal Officer Graves. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Roger Hartwell, Crossroads Church, Waterford/Fredericktown Campus. MINUTES: • Hobson made a motion to approve the May 19, 2025 council meeting minutes. Seconded by McKnight. All Yea. VISITOR COMMENTS: • None LEGISLATION: • (Second Reading) ORDINANCE NO. 2025-13 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2026 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR Lanuzza made a motion to waive the third reading of Ordinance 2025-13. Seconded by Hobson. All Yea. Lanuzza made a motion to pass Ordinance 2025-13. Seconded by Brewer. All Yea. • (First Reading) ORDINANCE NO. 2025-14 - AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS OLD BUSINESS: • Water Improvements Project: o Changes to scope of project were discussed. Project will be done as a North/South split instead of East/West. Adding appropriate line size on College St. • Sewer Plant Project: No update • Streetscape Project Wrap-up: No update • Marijuana Moratorium: No update • Continuity of Operations Plan: Snell and Graves have looked at some local samples. • Library Agreement: Will look at further once library windows are installed this year. • Annexation of the 90-acre Cassell Road property has been filed with Knox County. NEW BUSINESS: • Brewer asked if some of the paving at 6th and Mulberry could be durasealed/patched. Snell will check on. • Lanuzza shared Todd and Christine Lindeman plans for ice cream shop and parking lot on E. College and N. Pleasant Streets. Lanuzza made a motion to have them move forward with their plans, seconded by Hobson. All yea. VILLAGE ADMINISTRATOR'S REPORT: • None FISCAL OFFICER'S REPORT: • Council reviewed the bills, financial reports and bank reconciliation statement for the month of May 2025. Hobson made a motion to approve the financial reports, bills and bank statement for May 2025. Seconded by Lanuzza. All Yea. • Council Members terms ending in 2025: de Rojas, Hobson, Lanuzza, Shoemaker. Lanuzza reminded everyone if they are going to run to get information in early because the board of elections changed processes. POLICE CHIEF REPORT: • Neighborhood Watch meeting, June 17th at 6:30 p.m. • National Night Out, August 5th, 6:00-9:00 p.m. COMMITTEE REPORTS: None • Safety, Public Works and Finance Committees – next meeting June 16th o Lanuzza thanked Snell for the hard work on South Main St./Phase III of the Streetscape project, which will be 100% funded through ODOT. • Planning Commission – to be determined • Miscellaneous Committee Reports o Lanuzza – July 4th all day festivities and Fredericktown Community Park. o Shoemaker – Knox County ADF would like feedback of scope of type and size of businesses Council would like to have in Fredericktown for July meeting.
