Meeting Minutes: September 18, 2020
1. Meeting called to order with Open Meeting announcement.
Meeting was called to order at 8:15 A.M. Open Meeting Act is posted on the wall of the Airport Terminal,
the Act Poster was pointed out to those in attendance.
2. Roll call.
Board Members Present: Bill Dugan, Jennifer Weiss-Assman, Robert Steenblock, Tom Randall, Eric
Johnson, Alison Adams
Guests: David Goedeken, Jim Kjeldgaard, Greg Kjeldgaard, Brian Newton, Steve Landholm, Tammy
McKeighan
3. Approval of the August 21, 2020 meeting minutes.
Motion by Bill Dugan and seconded by Alison Adams, to approve the August 21, 2020 minutes, motion
passed by vote of members, (all voting yes on role call vote)
4. Update on Apron and Terminal Projects.
Staff reported the progress of the apron project, the last of the concrete had been poured earlier this week.
Staff was doing a final walkthrough of the project later this day.
Davis Design continues to work on the Terminal building design.
5. Updated C.I.P. Data Sheet
Staff has prepared and submitted to the NDA an updated C.I.P. Data Sheet showing the extension of the
parallel runway. This was done at the request of the NDA for inclusion of this work in our C.I.P. Program.
Motion by Jennifer Weiss-Assman and seconded by Eric Johnson, to approve the updated C.I.P., motion
passed by vote of members, (all voting yes on role call vote)
6. Discussion of maintenance items.
Discussed issues with roof leakage in the hangars.
7. Adjournment.
Motion by Jennifer Weiss-Assman, and seconded by Alison Adams, to adjourn, motion passed by vote of
members, (all voting yes on role call vote) Meeting was adjourned at 8:45 A.M..

The agenda was distributed to the Mayor, City Council, and Advisory Committee members on September 14th, 2020. The
official current copy is available at City Hall, 400 East Military, Public Works Department Office. The Advisory Committee
reserves the right to go into Executive Session when necessary. A copy of the Open Meeting Law is posted at the Airport
terminal building for review by the public. The Board reserves the right to adjust the order of items on this agenda.

4. Approval of the July 29th, 2020 special meeting minutes.

5. Update on Apron and Terminal Projects.
Staff reported the progress of the apron project, that subgrade is being placed and the contractor
anticipates pouring concrete the week of June 29th. Bob Crane and Tom Dowse with Burns McDonnell
were present to give the board an update on the construction progress of the Apron Project.
Davis Design continues to work on the Terminal building design.
6. Airport Financial Status
Staff distributed a copy of the most recent financial report from the City’s Finance Department.
7. Discuss upcoming hangar inspections by City Staff.
City Staff will be conducting hangar inspections in the coming months. Board advised the staff also
look for a fire extinguisher in each hangar while inspecting.
8. Discussion of maintenance items.
No items to discuss.

The parallel taxiway to Runway 14‐32 is Taxiway A. Taxiway A is currently configured as a partial parallel taxiway. This project will
extend Taxiway A approximately 2,250’ to create a full parallel taxiway to Runway 14‐32. The project is aimed to improve safety and
efficiency of taxiing operations at the airport as well as introduce current FAA intersection geometry where applicable. The project
also includes drainage improvements, taxiway edge lighting, and taxiway guidance signs. This CIP data sheet includes the estimated
design phase services, construction phase services, and the construction efforts related to the project.
