AIRPORT ADVISORY COMMITTEE Meeting Minutes: July 21st , 2023 1. Meeting called to order with Open Meetings Act announcement. Meeting was called to order at 8:19 A.M. Open Meeting Act is posted on the wall of the Airport Terminal, the Act Poster was pointed out to those in attendance. 2. Roll call. Board Members Present: Robert Steenblock, Levi Entz, Alison Adams, Eric Johnson, Jeff Peterson, Bill Dugan Sr., and Dave Mitchell. 3. Approval of the June 16th, 2023 meeting minutes Motion by Bill Dugan Sr. and seconded by Alison Adams to approve. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. 4. Update on Terminal Warranty work a. Justin Zetterman confirmed Ronco has been paid in full. b. Robert Steenblock mentioned the decorative stone on the pillars at the terminal building entrance are cracking. Justin Zetterman will take pictures and check into repair being under warranty. c. Justin Zetterman discussed having city attorney draft letter regarding concrete repairs to the sidewalk. 5. Update on Runway Rehab Project a. Will know in September if grant money has been approved. FAA will notify and once awarded we can move forward. b. Discussion on if runway rehab area can be expanded and Justin Zetterman confirmed that is not an option at this time. c. Discussion on spraying weeds on runway and then sealing cracks to avoid further damage. 6. Old Terminal Air Conditioning Unit Replacement a. Discussion regarding the current lease terms in place with the Civil Air Patrol (CAP). Discussion on possibility of raising lease expense or changing lease to long term if an option. Discussion on sharing the expense of the AC replacement due to age of the building. Bill Dugan Sr. motioned to amend approval for the City to pay for half of the lowest quote obtained for replacement and Civil Air Patrol pay remaining half and seconded by Dave Mitchell. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. 7. Prime Secured Proposal for Security Camera on the Apron a. Motion by Dave Mitchell to approve and seconded by Eric Johnson. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. b. Discussion on if camera could be made available for PD to view when necessary. 8. Master Agreement for Professional Services – Olsson a. Motion by Bill Dugan Sr. to approve and seconded by Levi Entz. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. 9. Work Order No. 1 – FBO and Apron Signage Plan – Olsson a. Justin Zetterman stated there is no final cost for this work order yet. b. Motion by Dave Mitchell to approve and seconded by Bill Dugan Sr. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. 10. Work Order No. 2 – CIP Data Sheet – Olsson a. Justin Zetterman stated this is required by the FAA to keep the grant going. b. Discussion by Eric Johnson for committee to be more actively involved in CIP Data Sheet with the AAC in the future. c. Motion by Jeff Peterson to approve and seconded by Alison Adams. Motion passed by vote of members: Bill Dugan Sr., Alison Adams, Eric Johnson, Robert Steenblock, Dave Mitchell, Levi Entz, and Jeff Peterson. 11. Action Items to Discuss – None 12. Discussion of Maintenance Items a. Discussion on moving Veteran Memorial from previous building. FBO has already set up equipment to use to move previous memorial pieces. Robert Steenblock stated they could get a drawing and present it for approval. Justin Zetterman mentioned the Parks Department could assist with drawing and choosing correct plants for the area. b. Weed spraying. -Discuss with Cari Hoffart a possible change to the mowing schedule. c. Prioritizing hangar repair list. -Jim Kjeldgaard with FBO suggested to start with cable repairs. Justin Zetterman is actively working on prioritizing and securing grant money to assist with repairs. Bill Dugan Sr. mentioned Congress may have passed a bill to help with hangar repairs for municipal airports. 13. Adjournment Motion by Jeff Peterson and seconded by Levi Entz to adjourn. Adjournment The agenda was distributed to the Mayor, City Council, and Advisory Committee members on July 19th, 2023. The official current copy is available at City Hall, 400 East Military, Public Works Department Office. The Advisory Committee reserves the right to go into Executive Session when necessary. A copy of the Open Meeting Law is posted at the Airport terminal building for review by the public. The Board reserves the right to adjust the order of items on this agenda. STAFF REPORT TO: Airport Advisory Committee FROM: Justin Zetterman, P.E., Director of Public Works/City Engineer DATE: July 21, 2023 SUBJECT: Old Terminal Air Conditioner Replacement Recommend approval the expenditure of Airport Funds for the Recommendation: repair/replacement of the air conditioning system at the old terminal. Background: Earlier this summer, the air conditioner went out at the old terminal, now leased by the Civil Air Patrol. The lease with the Civil Air Patrol (CAP) specifically states that it is their responsibility to repair or replace any damage to the HVAC system. In speaking with their representative, it was stated that this clause in the contract was missed when reading it prior to signing it and that the CAP, as a non-profit, does not have the funding to complete the repairs. It should be noted that the failure of the system was within months of them signing the lease and shortly after starting the air conditioning system for the summer. The actual condition of the system at the time of the signing of lease is in question. Through the efforts of Bob Steenblock to find a cost effective solution, it looks as if it will cost in the neighborhood of $10,000 to repair the system with similar equipment or closer to $14,000 to go with a mini-split system with three air handlers. A vote of the Committee is requested to determine support for the City to use airport funds to complete this work even though it is not in accordance with the old terminal lease. Fiscal Impact: $10,000 to $14,000. STAFF REPORT TO: Airport Advisory Committee FROM: Justin Zetterman, P.E., Director of Public Works/City Engineer DATE: July 21, 2023 SUBJECT: Agreement with Prime Secured for the installation of a security camera for the apron. Recommend that the City of Fremont enter into an agreement with Prime Recommendation: Secured for the installation of a security camera for the apron. Background: At this time, there is an external security camera at the exit from the waiting area / lounge that leads out onto the apron. This camera does an effective job of providing coverage of the door area, but its view of the obscured by the roof line of the building. The work will add a camera to our existing system that will provide full coverage of the apron for improved security for planes and passengers. Additional bids have not been pursued for the work as Prime Secured is the company that the City uses for its communications and security needs in order to keep all components consistent and the same throughout. Fiscal Impact: The total cost for this work is $3,275.46. STAFF REPORT TO: Airport Advisory Committee FROM: Justin Zetterman, P.E., Director of Public Works/City Engineer DATE: July 21, 2023 SUBJECT: Master Agreement for Professional Services with Olsson Recommend approval of corresponding resolution approving and Recommendation: entering into a Master Agreement fo Professional Services with Olsson for consulting services at the Fremont Municipal Airport. Background: In the Spring of 2021, the City of Fremont sought out qualified consulting firms for engineering work at the Fremont Municipal Airport. This process was completed in accordance with the Brooks Act for the qualification based selection of an airport consulting engineering firm to complete work at the airport over a 5-year period with Olsson being the selected consultant. Slightly different from major projects like the runway, this agreement will cover small project design or assistance that the City requires at the airport through Work Orders. One example that is being pursed is laying out FAA compliant wayfinding signage along the taxiways and runway along with a cost estimate. A work order will likely be requested by the City for Olsson to analyze what cost effective options may be available that do not violate any FAA airspace requirements. Fiscal Impact: Entering into this agreement does not obligate the City to spend any money. It simply puts in place an agreement from which work orders can be requested when consulting services at the airport are required. STAFF REPORT TO: Airport Advisory Committee FROM: Justin Zetterman, P.E., Director of Public Works/City Engineer DATE: July 21, 2023 SUBJECT: Olsson Work Order No. 1 for FBO and Apron Signage Recommendation: Recommend of acceptance of Work Order No. 1 Background: The City of Fremont in accordance with the Master Agreement of Professional Services with Olsson has requested that Olsson analyze the airports needs for FAA compliant wayfinding signage. This signage would provide directional assistance for pilots traversing to and from the runway via the taxiways as well as to the location of the FBO. We are admittedly playing a little catch up here as this process was not one I was familiar with and we have the cart in front of the horse a little as Olsson has begun work on this design. We will be pricing both lighted and non-lighted options. The Committee will have the ability to provide further input as to what type and how much signage is necessary. Fiscal Impact: The price for this work order is $2,000. We are admittedly playing a little catch up here as this process was not one I was familiar with and we have the cart in front of the horse a little as Olsson has already completed this work. Fiscal Impact: The price for this work order is $800.
