Meeting called to order and announcement of Open Meeting Law 2. Approval of minutes of the 5/16/17 BID meeting 3. Comments or discussion from the public 4. Consideration and possible action awarding MainStreet of Fremont $5000 to be used to towards their Director’s salary. 5. Business Improvement District Meeting Minutes May 16, 2017, 12:00, Grace Church Present: Bob Missel, Glen Ellis, Tom Coday,Vince O'Connor, Roxie Kracl, Richard Register, Jerry Johnson Absent: Howard Krasne, Gary Pebley, Bill Parks, Kevin Main Others Present: Shannon Mullen Meeting was called to order and it was noted that it was an open public meeting with a copy of the open public meeting law available in the room. Motion was made to approve the minutes of the April 18th, 2017 meeting by Roxie Kracl and seconded by Vince O'Connor. Motion carried. Shannon Mullen presented two bids to clean up and maintain the Ilgenfritz parking lot green spaces. Siffring bid was $950.00 and Sherise Burnside bid was $715.00. A motion was made to accept the bid from Sherise Burnside by Tom Coday and seconded by Vince O'Connor. Motion carried. Reports from the various subcommittees: Maintenance – Bob Missel reported the trees on Main Street that need to be replaced to improve visibility will be replaced this fall. Shannon will get a bid on the cost of replacing the parking lot sign that was run over by a vehicle. Jerry Johnson will meet with the city engineers about the proper mounting of the new light poles. Christmas Decorations – Richard Register reported that the committee was working on developing in specs for the decorations so they can send out for bids. The committee is going to Omaha on the 23rd of May to visit two lighting vendors. They are seeking design ideas from these vendors to improve the look of the decorations during the day as well as at night. The committee will also need to find out the league procedure to pay for the BID portion of the decorations. Future Projects – Glen Ellis described how a Historical Commission could be formed and how it would work with in the city guidelines. Marketing – Had no report this month. Bob Missel stated the DID has $17239.00 in it's account at the city and these funds will be moved to the BID. Being that there was no other business the meeting was adjourned. Next meeting time was set for June 20th, 2017; same time and location. Respectfully Submitted Tom Coday, Secretary Proposal to MainStreet of Fremont, Inc. for General Market Research to aid in Market Driven Downtown Development Barman Development Strategies, LLC proposes to assist MainStreet of Fremont, Inc. with refining Fremont’s downtown revitalization strategies. This service will update and refine market information provided by Buxton in 2009 and respond to the recommendation for a market study found within the City of Fremont Downtown Revitalization Plan. Anticipated elements of the proposed service include facilitating further inventory of local assets upon which to base Fremont’s downtown revitalization strategies; assessment of impact of Fremont’s changing market (see below); assistance in reaching a consensus vision for downtown Fremont and insight into the district’s market and market position (including acquisition and interpretation of secondary market data) that will drive Fremont’s Transformation strategies (as prescribed under the National Main Street Center’s Main Street Refresh); visualization of a dream marketplace for Downtown Fremont; and provision of integrated scope of work recommendations across all program areas (e.g. design, organization, promotion, and economic vitality) for accomplishing Fremont’s vision and market driven Transformation. Expert Todd Barman, principal member of Barman Development Strategies, LLC, will be the service provider and facilitator. Mr. Barman, formerly with the National Main Street Center and Wisconsin Main Street Program, has significant experience providing and facilitating this kind of service. Expertise Todd Barman, Principal for Barman Development Strategies, LLC, has worked more than 25 years in the development field and has more than 20 years firsthand Main Street experience including three years as a local Main Street program Executive Director, six years as a State Main Street Coordinator, and seven years as a National Main Street Center Program Officer. With a background in landscape design and urban planning, Mr. Barman is a leader nationally in the areas of historic commercial district design and economic restructuring/vitality. His primary duties include the development, coordination and delivery of issue specific technical services and training. His areas of expertise include capacity building and evaluation of local Main Street programs and statewide/regional Main Street coordinating programs, organizational and community planning, entrepreneurship, targeted market research, and historic commercial district market position. Mr. Barman and his wife also own a late 1930’s gas station which they are in the process of rehabilitating for his office and her retail business. Mr. Barman thus has firsthand experience with commercial market research, commercial appraisal, environmental assessment and remediation, municipal codes and permitting, commercial financing, general contracting, negotiation, and relationship building.
