Business Improvement District Board Minutes
Noon, Tuesday June 16, 2020
Grace Church 109 East 6th Street 2nd Floor and via Zoom
Board Present: Roxie Kracl, Vince O'Connor, JJ Bixby, Glen Ellis, Kevin Main and Tom Coday.
Absent: Bill Parks, Howard Krasne, Jerry Johnson,
Guests: Courtney Schafer, Brian Newton, Barbra Christensen and Mike Kuhns
1. Meeting was called to order by Chairman Coday. It was noted that a copy of the Open Public
Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the May 19th, 2020 meeting by Vince O'Connor and
seconded by JJ Bixby. Motion carried by unanimous roll call vote 6/0.
3. No comments were received from the public.
4. Motion was made by Vince O'Connor and seconded by Kevin Main to pay $6507.60 for 66 strands
of Garland to Holiday Dynamics. Motion carried by roll call vote 5/1; Kracl, O'Connor, Bixby,
Main, and Coday voting yes and Ellis voting no.
5. JJ Bixby stated that a voluntary parking lot maintenance and clean up was scheduled for June 20th.
All are welcome to attend.
6. The Board discussed the potential for an ice rink during the holiday season, possibly at the 3rd and
Main lot. No action was taken.
7. A motion was made by Vince O’Connor and seconded by JJ Bixby to approve the bill from Timme
Welding for flower basket brackets in the amount of $1,284. Motion carried by roll call vote 6/0.
8. Committee Reports
Maintenance – JJ Bixby agreed to chair the maintenance committee.
Marketing – No Report
Design/Christmas Decorations – Glen Ellis has been able to locate a better light bulb mounting
bracket to be applied to buildings. Anyone wanting to replace the brackets on their
buildings can pick up brackets at Milady Coffee shop.
9. MainStreet – Courtney discussed the following:
MainStreet Downtown Clean up – June 17th from 11 am – 1 pm; will send further email for
volunteers.
Charity Classic Reschedule – September 18th
Can-N-Ball Classic – August 22nd
Summer Fest will be July 25, 2020 and she is looking for volunteers to attend the committee
meetings.
Concert in the park will be September 3, 2020
MainStreet consumer rebate program will going on the month of July. This is open to all
businesses.
10. Chairman Coday noted next meeting was set for July 21, 2020 at noon at the Grace Church and via
Zoom.
A motion to adjourn was made by Vince O'Connor and Seconded by JJ Bixby. The motion carried by
roll call vote 6/0.
