Business Improvement District Board Minutes
Noon, Tuesday November 17, 2020
Grace Church 109 East 6th Street 2nd Floor and via Zoom
Board Present: Vince O'Connor, JJ Bixby, Roxie Kracl, Jerry Johnson, Kevin Main and Tom Coday: Richard
Register was on Zoom but did not participate.
Absent: Howard Krasne, Glen Ellis and Bill Parks
Guests: Shannon Mullen, Brian Newton, Ginger Rosenthal and Collin Spilinek
1. Meeting was called to order by Chairman Coday. Roll call was taken. It was noted that a copy of the
Open Public Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the October 20, 2020 meeting by Vince O'Connor and
seconded by Kevin Main. Motion carried by unanimous roll call vote 6/0.
3. During the comments from the public Barbara Christensen reported that the Downtown Development
Group had funds available to work on only part of the lights and they needed another $4000.00 to complete
the project.
4. A motion was made by Vince O'Connor and seconded by Roxie Kracl to approve the bylaws. Motion
carried 6/0.
5. The City's street department will make up a prototype of the parking lot signs for the board to consider
for replacement of the current signage.
6. Vince O'Connor reported that the Convention and Visitors Bureau would contribute $3500.00 towards
an ad on WOWT right before the Nebraska and Iowa football game. The ad also included an additional 50
commercials to run in December. Vince said they would promote Downtown Fremont if the BID would
contribute $1000.00 in matching funds. Roxie Kracl made a motion and was seconded by Jerry Johnson to
contribute the $1000.00. Motion carried 5/0 with Vince O'Connor abstaining.
7. Roxie Kracl made a motion and it was seconded by Kevin Main to reimburse MainStreet for the
$750.00 MainStreet prepaid to Dan Sattel for his work on creating the downtown video. Motion carried 6\0.
8. There were no Committee Reports
9. MainStreet – Shannon Mullen reported that the new garland had arrived and that she will work with the
Parks Department to select the light poles on which the garland will be hung. The Christmas tree and the
new snowman will be placed at the corner of 6th and Park Streets. The MainStreet Christmas Walk
promotion will be held on Saturday after thanksgiving which will support the Small Business Saturday
national promotion.
10. Chairman Coday noted next meeting was set for December 15, 2020 at noon at Country Traditions and
via Zoom.
A motion to adjourn was made by Vince O'Connor and Seconded by Roxie Kracl. Motion carried by unanimous
roll call vote 6/0.
