Business Improvement District Board Minutes
Noon, Tuesday December 15, 2020
Country Traditions 303 N. Main Street, Fremont NE 68025 and via Zoom
Board Present: Vince O'Connor, JJ Bixby (arrived at 12:24 pm), Jerry Johnson, Kevin Main, Howard Krasne,
Richard Register and Tom Coday
Absent: Glen Ellis, Roxie Kracl and Bill Parks
Guests: Shannon Mullen, Brian Newton, Ginger Rosenthal and Collin Spilinek
1. Meeting was called to order by Chairman Coday. Roll call was taken. It was noted that a copy of the
Open Public Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the November 17, 2020 meeting by Kevin Main and
seconded by Vince O'Connor. Motion carried by unanimous roll call vote 6/0.
3. During the comments from the public Barbara Christensen reported that the Downtown Development
Group had additional funds available to work on the lights on the buildings. Lights are being installed
with some delays from the weather. Also, Joey Spellerberg commented how he and his family enjoyed
the Downtown Christmas walk and that he was going to appoint Ginger Rosenthal to the BID board.
4. A motion was made by Jerry Johnson and seconded by Vince O'Connor to pay the city $215.30 for
putting up the flags for Veteran's Day. Motion carried 7/0
5. The City's street department made a prototype of the sign to replace the signs in all of the parking lots
downtown. The board recommended we continue to move forward with the signs.
6. Committee Reports:
Financial Report – No report
Maintenance Report – No report
Future Projects Report – A motion was made by Vince O'Connor and seconded by J.J. Bixby to pay for
the mailing of a newsletter in January to all the building owners and the occupants, so they can stay
informed on the activities of the BID. Motion carried 7/0.
Design / Christmas Decorations – No Report
7. MainStreet – Shannon Mullen reported that the advertising on WOWT and on FOX will continue
through Christmas. The Convention and Visitors Bureau will be a sponsor on the Six Nights of Lights
on 12-18-2020.
8. Chairman Coday noted next meeting was set for January 19, 2020 at noon at Country Traditions and via
Zoom.
A motion to adjourn was made by Kevin Main and seconded by Vince O'Connor. Motion carried by unanimous
roll call vote 7/0.
