Business Improvement District Board Minutes Noon, June 15, 2021 Country Traditions 303 N. Main Street, Fremont NE 68025 and via Zoom Board Present: Tom Coday, Vince O'Conner, Kevin Main, Richard Register, Roxie Kracl, Jerry Johnson Howard Krasne arrived at 12:08 and Brenden Murray arrived at 12:09 Absent: Bill Parks, Ginger Rosenthal Guests: Shannon Mullen, Tyler Fieken, Leslie Main, Barb Christensen, Melissa Gengler, Elizabeth Chase, Ingrid Olson and Jeff Ray Guests on Zoom: Michael Kuhns and Heidi L.J. 1. Meeting was called to order by Chairman Coday at 12:04 pm. Roll call was taken. It was noted that a copy of the Open Public Meeting Act was posted and available in the room. 2. Motion was made to approve the minutes of the May 18, 2021 meeting by Vince O'Connor and seconded by Jerry Johnson. Motion carried by unanimous roll call vote 6/0 3. Comments from Public – none 4. Elizabeth Chase with Nebraska Mainstreet introduced her guests that she brought: Melissa Gengler and Ingrid Olson, who is doing internship from UNMC. Two awards were given the first award to Mainstreet & BID for their collaboration. The second award was given to Mainstreet for their COVID response. Mainstreet was then given certificate for their accreditation 27 years. 5. Discussion on future projects Chairman Coday presented four possible projects that the committee determined would be beneficial for the BID. 1. Pylons/Closure of Street – issues with project 505 building needs to repair wall & new restaurant moving into Great Plains building and planning to request outside sidewalk seating. 2. Putting up lights on all downtown buildings with permanent lights and removing the temporary lights. This would take coordination with Mainstreet and a cost of around $100k. 3. Archway leading into downtown from Broad & 6th Street. Would need to work with State Roads and would need approval for proper height and materials. Would also look into changing street signs to match archway to flow throughout town 4. Purchasing sound system & speakers for 30 light poles for BID district. Sound system is wireless and would be housed at Mainstreet office but can be used for various projects and purposes when having events in the area, playing Christmas music, Cornhusker games, etc. Cost of project around $69k, but still waiting on two other local companies to submit bids. Mainstreet will write grants and help fund project. Motion was made by Kracl & seconded by O'Conner to accept item #4 the sound system & speakers motion carried by unanimous roll call vote 8-0. 6. Discussion on installation of light poles on H Street from Military down to 3rd Street. Chairman Coday requested Richard send letter to the city regarding the need for lighting on H Street. It is important for safety with the businesses on 6th & H and the City parking lot that is used by guests at the Opera House. Motion was made by Johnson and seconded by Kracl - to work with the city and determine feasibility and cost to install light poles. Motion carried by unanimous roll call vote 8-0. 7. Discussion on budget to present to city for new BID. Chairman Coday will work on a couple of formats for the budget items and present at next meeting. Motion was made by Krasne and seconded by Kracl to accept the $66k budget for annual dollars in the BID budget. Motion carried by unanimous roll call vote 8-0.  8. Committee Reports – Skipped due to lack of time 9. Mainstreet- Shannon thanked Howard for moving flower pots off Main Street and over to H Street 10. Chairman Coday next meeting will be July 20th, 2021 at 12:00 pm at Country Traditions and via zoom. A motion to adjourn was made by Kracl and seconded by O'Conner.
