Business Improvement District Board Minutes
Noon, August 17, 2021
Country Traditions 303 N. Main Street, Fremont NE 68025 and via Zoom
Board Present: Tom Coday, Vince O'Conner, Kevin Main, Richard Register, Roxie Kracl, Jerry Johnson,
Brenden Murray, J J Bixby, and Howard Krasne
Absent: Ginger Rosenthal, Bill Parks
Guests: Brian Newton, Loren Paquette, Nancy Ellis, Ryan Durant, Sam Heineman, Andy Comstock, Mayor

1. Meeting was called to order by Chairman Coday at 12:08 pm. Roll call was taken. It was noted that a
copy of the Open Public Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the July 20, 2021 meeting by Howard Krasne and
seconded by JJ Bixby. Motion carried by unanimous roll call vote 9/0
3. Comments from Public – none
4. Update was given on hiring new BID/Mainstreet Director- Job is posted will be up until mid-September
5. Discussion on parking with the development of the 505 building- Ryan Durant addressed concerns for
tenant parking for the 505 Building. They will encourage tenants to park in the City parking lots, rather
than on Main Street. Designing for 28 apartment units. No action taken.
6. Discussion on the sound system & speakers for downtown. Andy Comstock from Quality Video &
Sounds wanted clarification on desired equipment & placement before turning in a bid proposal.
Equipment was tentatively looking to be around $70,000 and approximately $5,000 in labor costs to
install. Equipment is about 6 weeks out. Mainstreet will look at helping to find funding for the project.
Answered questions no action taken.
7. Discussion on marketing piece for two public information meetings. A proposed flier was presented for
two information meetings, August 25th at noon and August 26th at 5pm. Members of the board were
asked to attend to help answer questions. Motion was made by Vince to reimburse MainStreet for
mailing of the flier up to $200, it was seconded by Jerry Johnson. Motion carried by unanimous roll call
vote 9/0.
8. Committee Reports
Financial- No report
Maintenance- No report
Future Projects- Howard discussed possibly closing 5th Street from Main to alley. Allowing for outdoor
seating for future restaurants proposed. Some members would like to see the area turned into an
Entertainment District. Some concerns with closing 5th Street permanently such as: access for
emergency vehicles, and thru traffic to Broad Street were addressed, along with having to change
entrance & exit from the Kavich Parking lot.
Design/Christmas Decorations- No Report
9. MainStreet- No Report
10. Chairman Coday said the next BID Board meeting will be September 21, 2021 at 12:00 pm at Country
Traditions and via zoom.
A motion to adjourn was made by Vince and seconded by Kevin. Motion carried by unanimous roll call vote
8/0 as Richard Register left at 12:55 p.m..
