May 15, 2017
Board President Larry Jirsak called the meeting to order at 3:45 p.m. in the library board room
with the following members present: Earl Underwood and Mandy Ostdiek. Lori Dahl and Shari
Kment were absent. Also present was Library Director Tina Walker, Jeff Hoffman liaison for the
Friends of Keene Memorial Library, and Senior Office Associate Tracy Parr. Tracy will be
recording the meeting minutes.
The meeting was preceded by publicized notice in the Fremont Tribune and the agenda displayed
in the municipal building, the Keene Memorial Library, online at www.fremontne.gov/library
and distributed. A copy of the open meeting law is posted continually for public inspection and
is located near the entrance to the Board Room.
Roll Call – Everyone accept Lori Dahl and Shari Kment were accounted for.
Board Member Jirsak moved to approve the minutes of the regular meeting on March 20th,
2017, Board Member Underwood made the motion to approve and Board Member Ostdiek
seconded it. Carried.
Unfinished business – Temporary card holder status has been removed.
New Business
–Library Expansion discussion continued. RFP has been started for 4 architect firms.
The A-Trust is evaluating their part of the expansion project. We will work on getting a
committee together for the expansion project this summer so we can get a soft launch to
the community started. Jeff Hoffman, Chair for the Keene Memorial Library Expansion
Committee handed out the attached document as well.
Director’s Report –
- We are finishing up the budget and Capital Improvement Plan for the future.
- The library budget looks to go down a little due to a decision to stay with Horizon as our
ILS program. We have decided to stay with Horizon as a sole entity in lieu of a new
contract proposal. In doing so we will go from $40,000 to $17,000 a year for this and that
is with $10,000 worth of modules added at no additional costs to us. By staying with
Horizon and gaining the added modules we are eligible for 6 hours of on-site training too.
The new updated Horizon will begin on October 1st 2017 and we contracted for 7 years to
lock the pricing in with only a 1.9% increase in years 3-7. Director Walker discussed
requested budget changes for personnel.
- The appreciation dinner for the Friends of the Library was Friday May 5th from 6-8. 27
people attended. Tina had 3 awards to hand out: Janet Lowe for serving as President
again (not present), Judy Brant for as the Faith Perry winner, and Nancy Hass for
volunteer of the Book sale (not present). The leftover food was donated to the Jefferson
House.
- The library is adding a new database called Reference USA that will be available for
anyone with a library card. Patrons will be able to access this resource online either at
home or the library. It can be used to find businesses, phone numbers and addresses.
There is also extensive financial and other data about the businesses. It’s a great resource
for located companies and is earmarked to support local businesses here in Fremont that
have requested this resource. It should be up and running by the end of May. Tina will be
going to a conference about Reference USA in a couple of days.
- The library will start Strategic Planning later this year, sometime after July.
- Summer Reading Program is starting soon. Many great events are scheduled: Mr. Stinky
feet, Dino O Dell, Mrs. Science and Wildlife Encounters. All funded by the Friends of
the Library.
- The landscaping around the library will be cleaned up and cleared out next week. We
have a new landscaping contractor that will put everything right again.
- We have an opportunity to possibly bring in Craig Johnson next year for $4,500. He’s the
author of the Longmire series.
Personnel
- We have hired for the 20 hour position and are in the process of refilling the temporary
position.
- Board Member, Larry Jirsak publicly stated he was glad to see that we were able to hire
Deb J. back and thanked Tina for her efforts in making it possible.

With no further business, meeting was adjourned at 4:25 p.m. with Board Member Underwood
making the motion to approve and Board Member Ostdiek seconding it. Carried.

current copy is available at Keene Memorial Library, 1030 North Broad Street. The Library Board
reserves the right to go into Executive Session at any time. A Copy of the Open Meeting Law is posted in
the Board Room.

people attended. Less than 20 friend’s members attended with over 50 invited. I had 3
awards: Janet Lowe for serving as President again (not present), Judy Brant for Faith
Perry winner, and Nancy Hass for volunteer of Book sale (not present). The dinner was
nice but the excessive leftovers were donated to Jefferson House. We will RSVP next
year to verify food amounts.
