The official current copy is available at City Hall, 400 East Military Avenue. A copy of the Open Meeting Law is posted for review by the public.  CITY OF FREMONT LOCAL OPTION REVIEW TEAM JULY 31, 2018 – 8:15 a.m. A meeting of the Local Option Review Team was held on July 31, 2018 at 8:15 a.m. in the 2nd Floor Conference Room at 400 East Military Avenue, Fremont, Nebraska. The meeting was preceded by publicized notice in the Fremont Tribune and the agenda displayed in the Municipal Building. The meeting was open to the public. A continually current copy of the agenda was available for public inspection at the office of the City Administrator, 400 East Military Avenue. The agenda was distributed to the Local Option Review Team on July 25, 2018 and posted, along with the supporting documents, on the City’s website. A copy of the open meeting law is posted continually for public inspection. ROLL CALL Roll call showed Members George, Landholm, Jacobus, and Vobejda present. Horeis, Benson, and Oliva absent. 4 present, 3 absent. Others in attendance included Lottie Mitchell, City of Fremont; Myra Katherine Hale and Mike Pruss, Pearl Academy. APPROVE MINUTES Moved by Member Landholm and seconded by Member Vobejda to approve the minutes of the July 23, 2018 meeting. Motion carried 4-0. REVIEW FUND BALANCE No discussion was had on fund balance as there were no changes from July 23, 2018 meeting. CONSIDER LOCAL OPTION ECONOMIC DEVELOPMENT APPLICATION FOR PEARL ACADMEY. Hale gave overview of application and project. Moved by Member George and seconded by Member Vobejda to approve the application of Pearl Academy. Motion carried 4-0. ADJOURNMENT Moved by Member Landholm and seconded by Member Vobejda to adjourn at 8:45 a.m. Motion carried 4-0. 1  STAFF REPORT TO: Local Option Review Team FROM: Lottie Mitchell, Grant Coordinator DATE: September 7, 2018 SUBJECT: Set Regular Meeting Time Recommendation: Move to approve to set regular meeting time for Local Option Review Team Background: The Local Option Review Team has met on an ‘as needed’ basis since the creation of the committee. With the influx of applications, staff is recommending the committee set a regular meeting time to improve efficiencies in the application process. Staff is recommending that all applications be due by the 15th of each month and that the Local Option Review Team would meet the first week of each month on a day and time that the committee sets. This will allow time for staff to review the applications, publicize the committee meetings, committees to meet and review, and have the recommendations ready to take to the first City Council meeting of each month. If no applications are received, then the committee will be notified that there is no meeting that month.  STAFF REPORT TO: Local Option Review Team FROM: Lottie Mitchell, Grant Coordinator DATE: September 7, 2018 SUBJECT: Infinite 8 Institute Local Option Economic Development Fund Application Recommendation: Move to recommend to City Council to approve application from Infinite 8 Institute for a Local Option Economic Development Fund loan. Background: Infinite 8 Institute is proposing to open a Drone School in Fremont. The Drone School will focus on Commercial Drone Piloting, Commercial Drone Software Development, Artificial Intelligence, and Autonomous Vehicles. Through the Drone School’s apprenticeship program, students will be prepped to test to obtain their commercial drone pilot’s license and be eligible to be hired commercially. Their goal is to train and prepare at least 50 students to be ready to go into the workforce in the first 5 years of operation. The Drone School plans to employ 8 full-time employees at an hourly wage of $19.25. Infinite 8 Institute is requesting a $200,000 Local Option Economic Development Fund (LB840) Loan. Staff recommends the loan be repayable over a 5-year period with no penalty to pay off early. The owners have agreed to a personal guarantee.
