MINUTES OF PARKS & RECREATION BOARD MEETING
Tuesday, January 2, 2018
7:00 pm – Meeting Room of City Auditorium - 925 N Broad ST
PRESENT: Dian Christensen Hillis, Wendy Eairleywine, Connie Giese, Kim Koski, Kari Lawrence, Tammy McKeighan, Dan
Moran, Brian Newton, Ann Prince, Nate Schwanke, Shane Wimer.
1. Call to Order – Meeting convened at 7:00 pm. The agenda displayed at City Hall, 400 E Military and was
distributed to the Mayor, City Council and the Park Board, on December 29, 2017 and is open to the public. The
open meeting law is posted continually for public inspection.
2. Roll Call – 5 present. Brown absent.
3. Reading of the Park & Recreation Board Minutes – Motion was made by Giese, seconded by Moran to dispense
with the reading of the minutes and approve as sent. Motion carried.
4. JCF Park Fountain Update – Koski, Newton and Christensen Hillis met with Don Cunningham regarding his
request to recreate the fountain in JCF Park. The City has concerns regarding the upkeep and maintenance of a
fountain. The City suggested adding a splash pad to JCF Park (one is budgeted for 2018). The splash pad would
not have any features but instead would have geysers and gusher to replicate the look of a fountain, possibly
including lighting. Don Cunningham was in favor of the splash pad idea. Koski will work with a firm to assist
with the design and an RFP will be created from the design.
5. Emerald Ash Borer Plan – Koski present a preliminary draft for how the City will address the Emerald Ash Borer.
The Board was asked to look at the document and forward and ideas/concerns to Koski.
6. Recreation Report – Schwanke
Mixed Volleyball league is underway.
Conducting interviews for summer positions.
Holiday activities were successful. Very well attended.
7. Director’s Report – Koski
Crews have been busy with snow removal and are also doing maintenance on equipment as time allows.
Senior Center had 65 for lunch this week! Special Entertainment was a “no show” so Laurie played some
music for the 20+ line dancers and mixed in some New Year’s trivia and everyone had a great time!
Eastern Nebraska Office on Aging is coordinating a Meal’s on Wheel’s program from their offices at the
Senior Center. It is going well and volunteers deliver 35-40 meals daily.
Cemetery irrigation bid was awarded to Doug’s Ecoscapes. Pre-construction meeting is scheduled for late
January. Work will begin as soon as the weather breaks. Anticipated completion date is May 1, 2018.
Cathi Sampson resigned as Executive Director of KFB. Search for new ED is underway.
Interviews were conducted for forestry position. Offer has been made to top candidate.
8. New Discussion Items
Christensen Hillis will register the Friends of Fremont Area Parks for the 2nd Annual Big Give event.
9. Next Meeting – Tuesday, February 6, 2018
10. Adjournment – motion was made by Prince, seconded by Eairleywine to adjourn. Motion carried. The meeting
adjourned at 7:53 pm.
