MINUTES OF PARKS & RECREATION BOARD MEETING Tuesday, March 6, 2018 7:00 pm – Meeting Room of City Auditorium - 925 N Broad ST PRESENT: Matt Bechtel, Dian Christensen Hillis, Wendy Eairleywine, Chris Frank, Connie Giese, Benjamin Housel, Kim Koski, Tammy McKeighan, Dan Moran, Brian Newton, Nate Schwanke, Vince Smith. 1. Call to Order – Meeting convened at 7:00 pm. The agenda displayed at City Hall, 400 E Military and was distributed to the Mayor, City Council and the Park Board, on March 2, 2018 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call – 4 present. Brown, Prince absent. 3. Reading of the Park & Recreation Board Minutes – Motion was made by Giese, seconded by Eairleywine to dispense with the reading of the minutes and approve as sent. Motion carried. 4. Request for use of Johnson Park Trail and Shelter on Saturday, June 9, 2018 from 7:30 am – 12:00pm for 3rd annual Walk with Phyllis fundraiser. Motion was made by Giese, seconded by Moran to approve the request and forward it on to City Council for final approval. Motion carried. 5. Request for use of Johnson Park Lake, Trail, Grounds and Shelter on Saturday, June 16, 2018 for annual Mike Baker Kids Fishing Day. Motion was made by Eairleywine, seconded by Giese to approve the request and forward it on to City Council for final approval. Motion carried. 6. Request for use of Hormel Park by the Nebraska Traditional Archers on April 27 – 29, 2018 and August 31 – September 2, 2018 for annual archery tournaments. Motion was made by Eairleywine, seconded by Giese to approve the request and forward it to City Council for final approval. Motion carried. 7. Request for use of John C Fremont Park and Shelter on Sunday, April 1, 2018 from 10:30am -11:30am by Cornerstone Church for an outdoor community service and gathering. Motion was made by Eairleywine, seconded by Moran to approve the request and forward it on to City Council for final approval. Motion carried. 8. Recreation Report – Schwanke * Preparations continue for summer. * Baseball registrations went to schools. Registration starts March 20. * Summer activity brochure was distributed it the Tribune and delivered to schools. * Bid sheets will be going out soon for summer t-shirt and supply needs. * Adult Co-Ed Volleyball league is finishing regular season and will begin tournament soon. * The Parks and Recreation Department will be administering the adult softball leagues for the summer of 2018. 9. Director’s Report – Koski * Crews are working on snow removal and putting down ice melt today. * Slowly transitioning snow machines back to lawn mowers. * Irrigation project at Ridge Cemetery is underway. Contractor is assembling heads in his shop and work on installing will begin as soon as the weather allows. Plan is to have the project completed by May 1, 2018. * New mini excavator has been ordered for Ridge Cemetery and is expected to be delivered sometime in March. * Getting bid sheets ready for projects and supplies. * Thanks to Friends of Fremont Area Parks donation and matching KENO grant, the floatables at Splash Station are being replaced. Colors have been chosen and they are being fabricated now! * Ridge Cemetery Association meeting on March 14, 2018. * Keep Fremont Beautiful conducted interviews with 3 candidates and has hired Fremont native, Leila Hybl as the new Executive Director of Keep Fremont Beautiful. 10. New Discussion Items * Moran asked that the park evaluations be brought back at the April meeting and the board would like feedback on any projects that may be completed in the future. * Giese mentioned she gave an Eagle Scout candidate contact information for the parks and recreation department as he is seeking possible projects in the park to earn his Eagle Scout Badge. 11. Next Meeting – Tuesday, April 3, 2018 12. Adjournment – motion was made by Eairleywine, seconded by Giese to adjourn. Motion carried. The meeting adjourned at 7:43 pm. STAFF REPORT TO: Parks & Recreation Board Members FROM: Kim Koski, Director of Parks & Recreation DATE: March 1, 2018 SUBJECT: Request for Use of Johnson Lake, Trail, Grounds and Shelter for annual Mike Baker Kids Fishing Day on Saturday, June 16, 2018. Recommendation: Approve the request. Background: This is an annual event held to honor the memory of Mike Baker who was killed in a car accident. Mike’s wife, Debbie, coordinates the entire event. Rain or shine, this is a very well attended event. Nebraska Game and Parks assist with poles/bait and hot dogs are provided by Debbie for all participants. Fiscal Impact: None STAFF REPORT TO: Parks & Recreation Board Members FROM: Kim Koski, Director of Parks & Recreation DATE: March 5, 2018 SUBJECT: Request for Use of John C Fremont Park and Shelter from 10:30-11:30am on Sunday, April 1, 2018 by Cornerstone Church for Community Service and Gathering. Recommendation: Approve the request. Background: Cornerstone Church would like to host an outdoor Community Service and Gathering on Sunday, April 1, 2018 in John C Fremont Park. Fiscal Impact: None
