MINUTES OF PARKS & RECREATION BOARD MEETING Tuesday, April 3, 2018 7:00 pm – Meeting Room of City Auditorium - 925 N Broad ST PRESENT: Bob Brown, Dian Christensen Hillis, Wendy Eairleywine, Connie Giese, Kim Koski, Tammy McKeighan, Dan Moran, Brian Newton, Ann Prince, Nate Schwanke, Chris Walz. 1. Call to Order – Meeting convened at 7:00 pm. The agenda displayed at City Hall, 400 E Military and was distributed to the Mayor, City Council and the Park Board, on March 30, 2018 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call – 6 present. Bechtel absent. 3. Reading of the Park & Recreation Board Minutes – Motion was made by Eairleywine, seconded by Giese to dispense with the reading of the minutes and approve as sent. Motion carried. 4. Request for use of Christensen Field Parking Lot, Ridge Road Trail and Hormel Park on Saturday, May 5, 2018 from 8:30am – 11am by the Fremont Cosmo Club for annual Spokes and Sneakers fundraiser. Motion was made by Giese, seconded by Prince to approve and forward to City Council for final approval. Motion carried. 5. Request for use of Clemmons Park on April 7 – May 8, 2018 (Tuesdays & Saturdays) by Happy Feet Soccer League for children 18 months – 3 years of age. Motion was made by Moran, seconded by Giese to approve and forward to City Council for final approval. Motion carried. 6. Request for use of Johnson Trail and Shelter on Saturday, April 21, 2018 from 7:30am – 12pm by Northeast Nebraska Community Action Partnerships for 5K/1-mile fun run. Motion was made by Giese, seconded by Hillis to approve and forward to City Council for final approval. Motion carried. 7. Request for use of Miller Park on Saturday, July 14, 2018 by One Life Nebraska for a community gathering with concert fundraiser for Low Income Ministry. Motion was made by Hillis, seconded by Eairleywine to approve and forward to City Council for final approval. Motion carried. 8. Arbor Day – John C. Fremont Park on Friday, April 27, 2018 at 10:30am. 9. Final Draft Proposal of Emerald Ash Borer Plan – Koski distributed final draft of the Emerald Ash Borer Plan. She asked if anyone had comments or suggestions. Having none, motion was made by Giese, seconded by Moran to approve and forward to City Council for final approval. Motion carried. 10. Recreation Report – Schwanke *Busy season is here! *Finishing interviews and finalizing summer hires. *Had a good opening day for summer registrations. Tiny Tot parks and Clemmons Kids Park Play are full. Still taking registrations for Ronin, Ruwe and Milliken Parks. Lil’ Sluggers and KG baseball registration underway as well. *Bid sheets are out and will be ordering summer supplies soon. *Prep work continues for summer!  11. Director’s Report – Koski *Parks & Forestry crews finished prep work and set up for the annual bull ride event at CF. *Beginning to get pools ready for upcoming season. *Got preliminary design back for splash pad at JCF Park. I will be following up with some minor changes. *Working on spec sheets for ADA upgrades at the senior center. These upgrades will be funded by a grant from the NDED ($200,000 grant + $40,000 budgeted = $240,000). *Irrigation project continues at Ridge Cemetery. May 1, 2018 is target date for completion. *Other than that, business as usual! 12. Other Business – Koski distributed copies of the comments made by board members after touring their assigned parks. (See Below) Koski highlighted what was included in the upcoming budgets and further discussion was held with regards to other possible projects. No action was taken. 13. Next Meeting – Tuesday, May 1, 2018 14. Adjournment – motion was made by Hillis, seconded by Giese to adjourn. Motion carried. The meeting adjourned at 7:47 pm. Kim Koski, Director of Parks & Recreation April 9, 2018  These are the notes are from the September, 2017 Park Board Minutes. Buckridge: 1. Possible soccer element. Van Anda: 1. Create soccer field over the “old ice rink”. 2. Repaint shelter. Johnson: 1. Add a handicapped dock. 2. Concert Stage/Band shelter I open field. 3. Additional athletic fields (tennis courts, track, sand volleyball courts). 4. Soccer goals. 5. Expand walking trail. Monnich: 1. Addition of unique feature (creative jungle gym/spider web). Hormel: 1. Focus on enhancing natural areas. 2. Possibilities of weddings. 3. Clean up bank for better river access. 4. Signage Wildwood: 1. Become a family destination. 2. Nature playground. 3. Picnic shelter. 4. Lean to’s. 5. Small equipment. 6. Field trips. 7. Clean up trails. Masonic: 1. West side has potential to be the gateway into Fremont. a. Change the themes form season to season. b. Plantings. 2. East Side a. Landscaping b. More personal (smaller) tables. c. Let Jon elaborate on some of his plantings. Davenport: 1. Bocce ball courts.  2. Sand volleyball. 3. Horseshoes 4. Keep up to date with shelter since it is one of the most used. Milliken: 1. More picnic tables. 2. Fix the backstop fence, it is stretched out and not attached at the top. 3. Paint soccer goals Ruwe: 1. Remove the rust from the women’s bathroom floor. 2. Remove spray paint from the sidewalks. 3. Get a new basketball hoop, one that is more sturdy maybe expand the concrete area for the hoop so you could have a full court. 4. The splash pad is out of order so get that up and running, power wash the black residue that is on the concrete of the splash pad. 5. Check the evergreen at the SW corner it is brown and droopy Barnard: 1. Paint the restroom building. 2. Fix rusty door frame on the women’s restroom door. 3. Several stumps that are somewhat of a hazard for kids running and playing. 4. Evergreen tree on front NW side of park is brown and droopy possibly. 5. Add a modern playground where you have multiple climbing and playing options. Christensen Field: 1. Pine trees on east side are dying out and could be cut out. Smaller trees look like they may have suffered from Japanese Beetles, hopefully they will come back. 2. Gates to ball fields – are they always open or are they locked at a certain time? 3. The tarp over the bleachers between field 1 and 2 has loose twine which needs repaired. 4. Curb stops could use some attention. Some turned over and/or broken. 5. Parking lot is really rutted, holes could be filled to smooth it out. 6. Garage doors north of livestock barn could use paint. Ronin: 1. Open space where house was could possibly be used for soccer. (A family had set up their own goals and were playing while I was surveying the park). 2. Current fenced tennis courts could (fence around the area is in bad shape): a. Be resurfaced. b. Be used for pickle ball courts. c. Move basketball hoops inside the fenced area (instead of having them in the parking lot. The basketball hoops currently on the south side of the parking lot is bent over and not sure it’s used much; d. Possibly remove fencing and build Quonset over the top of the surfaced area and put down indoor soccer/micro soccer or baseball practice. 3. FEVR tracks – ditch area behind ball field is tall with weeds, looks terrible, along with the stranded old engine sitting on the tracks.  4. Sand volleyball court needs to be reserved according to the sign. Why is there no net up for use? Clemmons Park has nets up all the time. Also the tree to the south of the volleyball court needs to be trimmed back so entire volleyball court can be utilized. 5. Large tree on corner of 17th and Somers need to go. Buch: 1. Any thoughts of putting a covered picnic area in the northwest part of the park where the grill is? (Grill is rusty- could be cleaned up). Possibly ask some of the neighbors what they’d like to see in the park. 2. Dugout benches could be replaced at least the seat portion as really dried out and looks like one could get lots of slivers from it. 3. May be room for a soccer area at this park as well. 4. Is the portable throwing pit used any longer? And, who does it belong to? 5. Playground equipment is not up-to-date, but is in good shape. NOTE by evaluator: Overall, kudos to our park maintenance guys as these 3 parks were in great shape as far as upkeep, mowing, etc.
