MINUTES OF PARKS & RECREATION BOARD MEETING
Tuesday, November 6, 2018
7:00 pm – Meeting Room of City Auditorium - 925 N Broad ST
PRESENT: Dian Christensen Hillis, Wendy Eairleywine, Connie Giese, Kim Koski, Dan Moran, Nate Schwanke.
1. Call to Order – Meeting convened at 7:00pm. The agenda displayed at City Hall, 400 E Military and was
distributed to the Mayor, City Council and the Park Board, on November 2, 2018 and is open to the public. The
open meeting law is posted continually for public inspection.
2. Roll Call – 4 present. Bechtel and Prince absent.
3. Reading of the Park & Recreation Board Minutes – Motion was made by Eairleywine, seconded by Giese to
dispense with the reading of the minutes and approve as sent. Motion carried.
4. Request for fee waiver for Christensen Field (kitchen, meeting room, main arena and stage) on April 26 – 28,
2019 for post prom party for Bergan and Fremont High Schools. Motion was made by Giese, seconded by
Eairleywine to approve the request and forward it on to the City Council for final approval. Motion carried.
5. Johnson Park Playground Update – Don Cunningham provided renderings of the playground equipment the
Kiwanis Club is looking at for Johnson Park. The Kiwanis Board will be deciding on a vendor at next meeting. He
reported they are putting plans together for the fundraising phase of the project. He will continue to report to
the board as the project progresses.
6. Resignation of Robert Brown from Park Board – Motion was made by Giese, seconded by Moran to accept the
resignation of Robert Brown from the Park Board. Motion carried.
7. January, 2019 Meeting Date – Park Board meets the first Tuesday of each month. The first Tuesday in January
falls on January 1 which is a City Holiday. After discussing options, the Board will meet on Thursday, January 3,
2019 at 7:15pm. Koski will get this change to the City Clerk for proper publication of the meeting notice.
8. Recreation Report – Schwanke
* Activities during holiday break are being planned.
* Prep work is beginning for summer activity brochure.
* Will be scheduling interviews over holiday break for summer positions.
* Inventorying supplies/equipment and compiling list of needs.
9. Director’s Report – Koski
* Crews are finishing up re-covering the outside of the stall barns at Christensen Field.
* It’s been a department effort to get the Downtown Christmas wreaths up. 302 wreaths were unpacked; 302
bows were unpacked; 302 brackets were assembled; 302 bows were attached to 302 wreaths; old brackets
were taken off poles and 302 new brackets were installed on 151 poles; 2 wreaths were bracketed back to
back; wreaths were attached to 151 poles; with the assistance of the Department of Utilities, GFCI’s were reset
and the wreaths lit up!
* Floor project will get underway soon at the senior center. Bid was awarded to Fauss Construction. The
original floor tile will be removed and area will be cleaned and will have a sealed concrete finish. Operations
of the senior center will be moved to the Christensen Field side. Work will be completed by December 31.
Additional work will include ADA compliant restrooms, raised toilets, motion sensors for soap, faucets and
doors; canopy over front door with concrete work; ADA drinking fountain.
10. Other Business – None.
11. Next Meeting – Thursday, January 3 at 7:15pm in the meeting room of the City Auditorium.
12. Adjournment – motion was made by Giese, seconded by Eairleywine to adjourn. Motion carried. The meeting
adjourned at 7:44 pm.

SUBJECT: Request to Waive Rental Fees for use of facilities for Post Prom event.
Recommendation: Approve the request.
Background: The Post Prom Committee has submitted a Fee Waiver Application requesting all fees be
waived for use of the Christensen Field Main Arena, Kitchen, Meeting Room and the fees for use of the
stage for the Fremont/Bergan post prom event. The event would take place Friday, April 26, 2019 for set-
up; Saturday, April 27, 2019 for the event; and Sunday, April 28, 2019 for clean-up.
Although this event does not meet the necessary requirements to receive a fee waiver, I recommend
approving this request. This is a community event that depends on the help of volunteers and donations
to make it a success. This is a worthwhile event that provides a fun and safe environment for Fremont
High School and Bergan High School students.
Fiscal Impact: Rental fee of $1,162.50 ($962.50 fees + $200 deposit that is refundable). The Post Prom
Committee has stated that no city staff will be needed for set-up or clean-up as the Post Prom Committee
will handle all of the duties with their volunteers.
The Fee Waiver Application does require that all groups requesting a wavier must provide a deposit. The
deposit amount for this event is $200.00. The deposit is refundable following the event as long as the
facilities are left in good condition.

Projects Update/Director’s Report – September, 2018
* Concrete work and irrigation installation is finished at Dillon Aquatics Center parking lot.
Park shop crews will be putting down grass seed this fall.
* With the installation of the irrigation at the DAC and around the Veteran’s Memorial, the fencing at
the Veteran’s Memorial had to be temporarily removed. Park shop crews are currently reinstalling the
fence.
* Two capital projects that are currently being completed are new lights in the hog barn and some
fencing at Christensen Field.
* Another capital project that we hope to finish this fall is installing a new shelter at Ronin Park and a
new roof for the concessions/storage building at the Christensen Field Soccer Complex.
* We had bid openings last week for the engineering services for the City Auditorium project. (3) sealed
bids were submitted. Staff is carefully going over information and will be making a recommendation
to the City Council soon.
* The sun shades for Dog Park West have been delivered and will be install by park shop staff this fall.
* The Fremont Noon Kiwanis Club made a presentation to the City Council regarding their plan for the
playground and sun shade at Johnson Park. The Kiwanians will continue to work on designing and
fundraising for the project.
* Registrations for the annual craft show start tomorrow, September 5. Show is December 1.
* Fall activities for the adaptive recreation program have been scheduled.
September 11 – Happy Clown Magic Show and Balloon Twist
October 23 – Fall Party and Costume Contest
December 11 – Holiday Dance with DJ
* The Friendship Center continues to have solid numbers for attendance. Popular activities include
BINGO, Chair Volleyball and Special Entertainment on Wednesday. In August, a group of seniors went
to Omaha and participated in the Eastern Nebraska Office on Aging Walk-A-Thon and another outing
included dinner at Bell’s Restaurant followed by the Bill Chrastil (Elvis!) at the Opera House.
* The City’s (2) person tree crew continues to work on trimming/pruning, removals and tree calls.
* Recreation staff is planning activities for the annual Fire Station Open House during Fire Prevention
Week in October.
