AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, October 3rd, 2022 City Hall 2nd Floor Conference Room– 7pm Present: Dan Moran, Dian Christensen-Hills, Aaron Paden, Connie Giese, and Nick Hansen. 1. Call to Order: Meeting was called to order at 7:00pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on September 29th, 2022 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call: Roll Call showed members Giese, Moran, Paden, and Christensen-Hills present. Absent: Eairleywine and Washburn. 3. Open Meeting Law posted for public review. 4. Reading of the Parks & Recreation Board Minutes, September 12th, 2022. Christensen-Hills moved to suspend the reading since the board has read them, seconded by Paden, to suspend the reading of September 12th minutes. Motion carried. 5. Hansen opened discussion about Christensen Field Complex and Parks and Recreation concern with field integrity of the soccer fields. Hansen discussed Fremont Soccer Club has recently signed a contract with Schlosser lawn care service. Hansen discussed an incident between swap meet and games that took place at CF soccer fields. The swap meets every 4th week of September rents the entire complex and parking for vendor space. The swap meets charges $3 for parking on the west side of the complex. Board discussed who has the right to the parking lot. Hansen will contact legal to see what the recommendation for parking and organizations rights to the lot. Board discussed could soccer not play on the one particular day that they charge the fee or pay for parking that day. 6. Recreation Report – Hansen *Summer Recreation report: Hansen provided update of recreation projects that are finishing up. Hansen discussed taking down the netting to the ballfields, repairs to dugouts, and taking reservations for the upcoming craft show in December. Hansen discussed Schwanke was working on getting bids for Agri-lime for CF 1 and Ronin fields. 7. Director Report- Hansen *Auditorium project: Hansen provided an update on library breaking ground. Hansen discussed P&R has had a few maintenance calls from library concerning door and door jams. *Parks Update- Hansen discussed the rubber surface out at Johnson playground has a 5 year warranty and Creative Sites are scheduled to be out here by Fall. Hansen mentioned P&R place a 3-inch mat with a 3-foot diameter to help the wear and tear. Hansen mentioned the splash pads are shut off and being winterized for the season. P&R will be winterized facilities and irrigation in the upcoming month. Hansen discussed minor repairs were done at Ronin shelter and graffiti clean-up in Hormel. Hansen discussed he was approached by Bergan that Bergan wanted to try and over seed west field at Johnson. If the seed doesn’t take P&R will drill seed the field in Spring. Hansen discussed visiting with city engineering to see what regulations are specified on CF 1 field for possible lighting. *Forestry update Hansen discussed P&R received 20 trees and are placing them in 5 different parks. Foundation, Friend, and P&R will request an interview with media outlet once the project is completed. *Open Positions: Hansen discussed they are fully staffed for maintenance II & III positions. Hansen mentioned HR is following up for possible candidate for the Senior Office Associate position. *Capital Improvement Plan: Hansen mentioned sand blasting and paining pool was finished. Hansen mentioned irrigation was installed and finished on Johnson Field west field. Hansen mentioned new lockers for Ronin was received and P&R maintenance will put them together in Winter months. 8. Next Meeting – Monday, November 7th, 2022, 7pm, City Hall 2nd Floor Conference Room. 9. Adjournment- Motion was made by Giese, seconded by Paden to adjourn. Motion carried. Meeting adjourned at 8:12pm.
