AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, November 7th, 2022 City Hall 2nd Floor Conference Room– 7pm Present: Dian Christensen-Hills, Aaron Paden, Dan Moran, Connie Giese, Nate Schwanke, Wendy Eairleywine, Ashley Washburn, Nick Hansen, and Jody Sanders 1. Call to Order: Meeting was called to order at 7:00pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on November 3rd, 2022 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call: Roll Call showed members Giese, Moran, Paden, Washburn, Eairleywine, and Christensen-Hills present. 3. Open Meeting Law posted for public review. 4. Reading of the Parks & Recreation Board Minutes, October 3rd, 2022. Eairleywine moved to suspend the reading since the board has read them, seconded by Giese, to suspend the reading of October 3rd minutes. Motion carried. 5. Request by Antique Car Club to host Car showing at John C. Fremont Park. The event will run May – September on Thursday evenings. Hansen discussed the request of Antique Car Club showing at John C. Fremont Park. Board discussed the request and see no issues with Antique Car club using J.C. Fremont park. Motion was made by Earlywine. Seconded by Washburn. Motion carried. 6. Request by Fremont Bergan Schools for use of Christensen Field Post Prom Waiver Reduction. Hansen discussed the request by Fremont and Bergan Schools for use of Christensen Field Post Prom waiver reduction. Board discussed and had no issues with fee reduction for post prom. Motion was made by Washburn. Seconded by Giese. 7. Request by Duet for use of Christensen Field Duet Christmas Party for client’s waiver reduction. Hansen discussed the request by Duet for use of Christensen Field Duet Christmas party for client’s waiver reduction. Board discussed and had no issues with fee reduction for Duet Christmas Party. Motion was made by Washburn. Seconded by Giese. 8. Hansen opened discussion of Christensen field complex that was tabled from last meeting to reach out to legal to review the parking lot confusion for the swap meet that takes place at Christensen field complex. Hansen discussed the swap meet has the right to charge a gate fee during their event and Fremont Soccer club was notified by Hansen that either the club can move their games from that day or they will need to let participants know there’s a gate fee that  weekend. Hansen discussed P&R has been in contact with FSC with concerns on the field integrity. Hansen has had discussion with FSC maintenance and FSC has a maintenance contract with Schlosser Enterprise. Hansen discussed that P&R will continue working closly with FSC and maintenance concerns. Hansen discussed P&R has been visiting with Midland and Nighthawks/Ladyhawks organizations about possibly moving Midland to Memorial baseball fields and Nighthawks/Ladyhawks to Christensen Field. Both organizations are on board with moving after their seasons are complete in 2023. Hansen discussed there would need to be new leases or agreements with the organizations. Board discussed and had no issues with the concerns of CF complex and the new leases with Midland and NH/LH organizations. 9. Hansen opened discussion with possible temporary use by FPS of land west of splash station for shot put and discus. Hansen discussed FPS asked to permanently place shot and discus there but had concerns and recommended temporarily because of possible of possible future building. Board discussed and had no issues as long as the agreement states temporary use of land. 10. Recreation Report – Schwanke *Recreation report: Schwanke provided a list events that P&R would like to offer. Schwanke discussed with possible new leases and nighthawks/ladyhawks migration of youth baseball into their organization it will allows P&R to try new things. Board discussed getting the programs scheduled and dates confirmed for the next board meeting. Schawnke discussed that the craft show will be in December. Schawnke mentioned P&R is finishing up some baseball dugouts. 11. Director Report- Hansen *Auditorium project: Hansen provided an update of adding a steel floor plate for the transition from lobby to main arena flooring. P&R is still working with Johnson controls to correct heating and cooling. Hansen discussed BLT did some work adding a flume into the air ducts. *Parks Update- Hansen discussed P&R was winterized campgrounds, restroom, and CF Complex. Hansen discussed P&R finished Fall fertilizer. P&R fixed a pipe burst at the community gardens and finished winterizing irrigation. Hansen discussed P&R will be going out for quotes for Ronin indoor bathhouse. *Forestry update Hansen discussed a new tree was vandalized and broken at Ruwe. Hansen discussed that we applied for Tree City USA and waiting to hear back. Hansen discussed that P&R is looking to partner with Ne arboretum with a possible partnership and a possible project at Military and Lincoln. *CivicRec Hansen discussed we have our devices and merchant information and waiting to get them installed. Hansen discussed P&R is working with finance to find the best options for deposits. *Open Positions: Hansen discussed they are fully staffed for maintenance II & III positions. Hansen mentioned Senior Office Associate will begin in November.  *Capital Improvement Plan: Hansen mentioned prioritizing Agri-lime at Christensen Field and Ronin. Hansen discussed finishing the cemetery office and davenport shelter. Hansen discussed P&R has 2 heavy equipment purchases for a truck and mower. 12. Next Meeting – Monday, January 9th, 2022, 7pm, City Hall 2nd Floor Conference Room. 13. Adjournment- Motion was made by Christensen-Hills, seconded by Washburn to adjourn. Motion carried. Meeting adjourned at 7:39pm.
