AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, March 6th, 2023 City Hall 2nd Floor Conference Room– 7pm Present: Dian Christensen-Hills, Aaron Paden, Dan Moran, Connie Giese, Nate Schwanke, Nick Hansen, and Jody Sanders. 1. Call to Order: Meeting was called to order at 7:00pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on March 2nd, 2023 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call: Roll Call showed members Moran, Giese, Paden, and Christensen-Hills present. Absent: Washburn, Eairleywine 3. Open Meeting Law posted for public review. 4. Reading of the Parks & Recreation Board Minutes, February 6th, 2023. Christensen-Hills moved to suspend the reading since the board has read them, seconded by Paden, to suspend the reading of February 6th minutes. Motion carried. 5. Request by J.C.F. Days Committee to consume alcohol at Christensen Field July 14 & 15 2023 for outside arena rodeo. Board discussed the request and see no issues with Committee consuming alcohol at CF as long as they have the proper license and security. Motion was made by Paden. Seconded by Giese. Motion carried 6. Recreation Report – Schwanke *Recreation report: Schwanke provided an update on the Summer brochure and mentioned that chairman Moran 7th grade Spanish class is helping translate P&R brochure. Schwanke discussed upcoming events and family game night is the next event March 24th at the Sr. Center from 7-9pm. The event is free to the public and the senior center patrons will bake goodies for the event. Schwanke discussed seasonal applications are available and starting the interview process for lifeguards, admissions, and playground staff. 7. Director Report- Hansen *Auditorium project: Hansen discussed construction progress being made. Existing building work is framed on 2nd floor and possible move date is November 2023. *Parks Update- Hansen discussed Parks and Recreation maintenance team repairing restrooms in auditorium and CF main arena. Hansen discussed the changing of snow routes for parks department. Hansen discussed the closure of dog parks due to extreme mud and danger for patrons and animals. Hansen discussed Hormel entrances needed to be closed off due to  washouts. Hansen mentioned that Parks crews will grade the parking lots and discuss options on entrances of the dog parks. Hansen mentioned there is a possible energy grant that is available for lights to go around Johnson Park Lake. Hansen mentioned that P&R staff will help with operating city’s heavy equipment this year for the Christensen Task Force Rodeo event. *Forestry update Hansen mentioned that the EDA grant for Hormel and Wildwood park is schedule for notice in March. Hansen discussed trees around Hormel bike trails have ben trimmed to allow P&R snow plows trucks on the trail. *Lease Agreements- Hansen discussed that 3 leases will go to city council in March. Rebels baseball/softball for the use of Ronin Field, Nighthawks for the use of Clemmons/Christensen Field, and Midland University moving from Christensen field #2 to Memorial Fields. *Capital Improvement Plan: Hansen discussed the cemetery office went out for bid. Hansen discussed Davenport shelter bids were received and will go to council in March. Hansen mentioned the engineering for the boat ramp bids were received and will go to council. 8. Next Meeting – Monday, April 3nd, 2023, 7pm, City Hall 2nd Floor Conference Room. 9. Adjournment- Motion was made by Christensen-Hills, seconded by Giese to adjourn. Motion carried. Meeting adjourned at 7:25pm.
