AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, April 3rd, 2023 City Hall 2nd Floor Conference Room– 7pm Present: Dian Christensen-Hillis, Aaron Paden, Dan Moran, Connie Giese, Ashley Washburn, Wendy Eairleywine, Nate Schwanke, Nick Hansen, Jody Sanders and Tammy McKeighan. 1. Call to Order: Meeting was called to order at 7:00pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on March 29th, 2023 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call: Roll Call showed members Moran, Giese, Paden, Washburn, Eairleywine, and Christensen-Hills present. Absent: 3. Open Meeting Law posted for public review. 4. Reading of the Parks & Recreation Board Minutes, March 6th, 2023. Giese moved to suspend the reading since the board has read them, seconded by Paden, to suspend the reading of March 6th minutes. Motion carried. 5. Request by J.C.F. Days Committee for fee waiver/reduction application for fundraiser to benefit the American Cancer Society. Board discussed the request and see no issues with asking for a fee reduction. Board discussed waiving the set-up fee but accessing the event fee for other days. Motion was made by Christen-Hillis. Seconded by Giese. Motion carried 6. Request by Leah Haldik for usage of JCF Park for Fremont After School Program May 2nd and 3rd. Board discussed the request and see no issues with ASP using the designated area of JCF park. Motion was made by Chirstesen-Hillis. Seconded by Giese. Motion carried 7. Discussion Nick Hansen Master schedule for fees and charges. Hansen discussed the recommended fee adjustments to P&R departments. Board discussed the changes and had no issues with the fee recommendations. Motion was made to accept fees presented by Giese. Seconded by Giese. Motion carried 8. Recreation Report – Schwanke *Recreation report: Hansen presented the recreation report. Hansen discussed that bids will be completed for summer supplies and interviews have been scheduled and continuing for summer staff. Hansen discussed registration is open for summer playgrounds pals, there is currently 2 sections for program. Hansen discussed there was about 30 people who attended the first family game night, after reviewing the program Hansen mentioned that P&R will like to move it to a winter month next year. Hansen mentioned adaptive recreation was an event lined up for  April, May, and June. Laurie Friendship director will be presenting on the radio to promote the center and programs. Hansen discussed P&R has one seasonal ball diamond crew and fields are filling up fast and tournament usage has been up. 9. Director Report- Hansen *Auditorium project: Hansen discussed construction progress being made. Hansen discussed projected move date is November 2023. *Parks Update- Hansen discussed the progress on Ronin pool and all work is on schedule to finish before opening day. Hansen discussed the exterior slides are schedule to start in mid-April and finished before opening season. Hansen discussed P&R maintenance met with Odey’s turf management to discuss Clemmons field survey, P&R graded Hormel park lots and reopen vehicle access. P&R staff has continued to de-winterizing irrigation and restrooms along with picking up brush and limbs around the parks from the winter left over. Hansen discussed Christensen Field Arenas haven been busing and P&R crews have been setting up and taking down back to back events in the recent events. Hansen discussed the expansion swing has been install in Clemmons park. *Forestry update Hansen mentioned that the EDA grant for Hormel and Wildwood park was scheduled for notice in March but has been pushed back to June for infrastructure. Hansen discussed the maintenance worker two position was filled and the 2 forestry workers have started Spring removals. Hansen discussed Miliken park will have Arbor Day celebration as P&R will plant a tree and the mayor will give a proclamation during program, the program is part of our application for Tree City USA. *Capital Improvement Plan: Hansen discussed that P&R staff have been working on the future capital improvement plans. 10. Next Meeting – Monday, May 1st, 2023, 7pm, City Hall 2nd Floor Conference Room. 11. Adjournment- Motion was made by Eairleywine, seconded by Giese to adjourn. Motion carried. Meeting adjourned at 7:46pm.
