MINUTES PLANNING COMMISSION REGULAR MEETING SEPTEMBER 19, 2013 – 5:00 P.M. CITY COUNCIL CHAMBERS PRESENT: Chairman Sookram, Members Emanuel, Fooken, Barton, Sawyer, Fagan, Wiese and Winter, Chief Building Inspector Don Simons and Planning Director Rian Harkins ABSENT: Member Ridder Chairman Sookram called the meeting to order. Roll Call Vote was taken – 8 present. Chairman Sookram read a statement that this meeting was preceded by publicized notice in the Fremont Tribune and the agenda displayed in the lobby of the Municipal Building and posted online at www.fremontne.gov; and distributed to the Planning Commission, Mayor and City Council on September 11, 2013 and is open to the public. Chairman Sookram also stated a copy of the agenda was kept continually current and available to the public at 400 East Military, 3rd floor and a copy of the open meeting law is posted continually for public inspection located near the Council Chambers entrance door by the agendas. It was moved by Barton, seconded by Emanuel, to dispense with the reading of the Minutes of the August 19, 2013 Regular Meeting and approve as received. Roll Call Vote showed all members present voting aye – 8 ayes. Motion Carried. Chairman Sookram stated the general public is invited to address the Planning Commission regarding any item on this agenda at this time or wait until discussion of their request is taking place. No public comments were received. Consider request to approve a conditional use application to erect an addition at 442 South Ridge Road #32 and part of the E ½ of the NW ¼, Section 27, Township 17 North, Range 8 East, Dodge County, Nebraska (Tontegode/Rainblow Fleet/FFRRDD). Planning Director Harkins reviewed the staff report noting the land use, zoning, and letters of approval from the Board of Rainbow Lake. Motion by Winter to approve the conditional use application, was seconded by Wiese. Roll Call Vote showed all members present voting aye – 7 ayes. Consider Request to replat Lots 1 and 2R, replat of Lots 2 through 7, Block 5, Deerfield Third Addition, Fremont, Dodge County, Nebraska (Christensen Limited Partnership) Planning Director Harkins reviewed the staff report for the planning commission, including the differences in this replat compared to previous ones. Motion by Fooken to approve the replat, was seconded by Fagan. Roll Call Vote showed all members present voting aye – 8 ayes. Request to approve the final plat of Ritz Lake, NW ¼ of Section 7, township 17 North, Range 9 East, Dodge County, Nebraska 1 Planning Director Harkins reviewed the staff report for the planning commission, including how the applicant has been working with city staff up to this point. Brad Marshall of Olsson Associates noted that the applicant is willing to agree to all of the stipulations noted in the staff report. Member Fooken asked staff review the zoning of the entire area before this item goes to the city council for approval. Motion by Sawyer to approve the final plat, was seconded by Emanuel.
