CITY OF FREMONT UTILITY AND INFRASTRUCTURE BOARD November 10, 2020 - 4:00 P.M. A meeting of the Utility and Infrastructure Board was held on November 10, 2020 at 4:00 p.m. in the 2nd floor meeting room at 400 East Military, Fremont, Nebraska and via Zoom. The meeting was preceded by publicized notice in the Fremont Tribune and the agenda displayed in the Municipal Building. The meeting was open to the public. A continually current copy of the agenda was available for public inspection at the office of the City Administrator, 400 East Military. The agenda was distributed to the Utility and Infrastructure Board on November 6, 2020 and posted, along with the supporting documents, on the City’s website. A copy of the open meeting law is posted continually for public inspection. ROLL CALL Roll call showed Board Members Shelso, Sawtelle, Bolton, and Larsen present; Wiese absent. 4 present, 1 absent. Others in attendance included Brian Newton, City Administrator; Keith Kontor; Water/Sewer/WWTP Supt.; Dan Goebel, Accntant; Lottie Mitchell, Executive Assistant; Alan Kaspar, Dir. Electrical Engineering; and Mark Vyhlidal, Street Supt. CONSENT AGENDA Moved by Member Shelso and seconded by Member Larsen to approve items 3 and 4 (Minutes from October 27, 2020 and Accounts Payable through November 10, 2020. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER PURCHASE OF 2021 CHEVROLET 3500 HEAVY-DUTY 4-WHEEL DRIVE PICK- UP TRUCK FOR GAS DEPARTMENT. Kavan gave overview. Moved by Member Bolton and seconded by Member Shelso to recommend City Council authorize purchase of 2021 Chevrolet 3500 heavy-duty 4-wheel drive pickup truck through State of Nebraska UNL Contract #3087-19-2510 from Sid Dillon’s in the amount of $51,034.72. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER AGREEMENT WITH BLUE SOURCE, LLC FOR MARKETING RENEWABLE NATURAL GAS FROM WASTEWATER TREATMENT PLANT. Kontor gave overview. Moved by Member Shelso and seconded by Member Larsen to recommend City Council authorize agreement for marketing of Renewable Natural Gas to Blue Source, LLC. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER BID FOR SODIUM CHLORIDE (WHITE ROAD SALT) FOR THE STREET DEPARTMENT. Vyhlidal gave overview. Moved by Member Bolton and seconded by Member Shelso to recommend City Council award bid for Sodium Chloride to Blackstrap, Inc. for $61,190.00 or $61.19/ton. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER PURCHASE OF ITRON METERING SOFTWARE AND PROGRAMMING PACKAGE FOR WHOLESTONE FARMS METERING UPGRADES. Kaspar gave overview. Moved by Member Bolton and seconded by Member Shelso to recommend City Council authorize purchase of Itron Metering Software and Programming Package for WholeStone Farms electrical metering upgrades in the amount of $40,740.25. 63.63%, or $25,923.02, to be reimbursed by WholeStone, the remaining $14,817.23 is City’s fiscal impact. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. 1 CONSIDER PURCHASE OF SUBSTATION H REMOTE END RELAYS AND COMMUNICATION SWITCHES. Kaspar gave overview. Moved by Member Shelso and seconded by Member Larsen to recommend City Council authorize purchase of Schweitzer Engineering Laboratories (SEL) Remote End Relays and Communication Switches for Substation H in the amount of $53,029.20. 63.63%, or $33,742.48, to be reimbursed by WholeStone, the remaining $19,286.72 is City’s fiscal impact. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER PURCHASE OF 15KV ENCLOSED CIRCUIT BREAKERS. Kaspar gave overview. Moved by Member Shelso and seconded by Member Bolton to recommend City Council award bid for 15kV Enclosed Circuit Breakers to Siemens Industry Inc. in the amount of $164,840.00. Ayes: Sawtelle, Larsen, Shelso, and Bolton. Motion carried 4-0. CONSIDER PURCHASE OF 69KV GROUP OPERATED DISCONNECT SWITCHES. Kaspar gave overview. Moved by Member Larsen and seconded by Member Shelso to recommend City Council award bid for 69kV Group Operated Disconnect Switches to Royal Switchgear in the amount of $35,310.00. 63.36%, or $22,467.75, to be reimbursed by WholeStone, the remaining $12,842.25 is City’s fiscal impact. CITY ADMINISTRATOR UPDATE (NO BOARD ACTION IS REQUESTED). a. Newton gave update on COVID-19 and delivery of services.
