CITY OF FREMONT UTILITY AND INFRASTRUCTURE BOARD
October 26, 2021 - 4:00 P.M.
A meeting of the Utility and Infrastructure Board was held on October 26, 2021 at 4:00
p.m. in the 2nd floor meeting room at 400 East Military, Fremont, Nebraska and via Zoom.
The meeting was preceded by publicized notice in the Fremont Tribune and the agenda
displayed in the Municipal Building. The meeting was open to the public. A continually
current copy of the agenda was available for public inspection at the office of the City
Administrator, 400 East Military. The agenda was distributed to the Utility and
Infrastructure Board on October 22, 2021 and posted, along with the supporting
documents, on the City’s website. A copy of the open meeting law is posted continually
for public inspection.
ROLL CALL
Roll call showed Board Members Bolton, Sawtelle, Greunke, Wiese and Dinkins present. 5
members present, 0 absent. Others in attendance included Brian Newton, City
Administrator; Dave Goedeken, Dir. of Public Works; Lottie Mitchell, Customer Service
Dir.; Angie Olson, Exec. Assist; Jody Sanders, Dir. of Finance; Jeff Shanahan, Power
Plant Supr.; Keith Kontor, Water/Wastewater Supr.; Nick Brand, Dir. Of Information
Systems; and Troy Schaben, Asst. City Administrator - Utilities.
CONSENT AGENDA
Moved by Member Bolton and seconded by Member Greunke to approve items 3 and 4
(Minutes from October 12, 2021 and Accounts Payable through October 26, 2021).
Ayes: Wiese, Bolton, Greunke, Dinkins, Sawtelle. Motion carried 5-0.
REGULAR AGENDA:
Consider Bid Proposal from Prime Communications for Purchase of Substation
Switches. Brand gave overview. Moved by Member Dinkins and Seconded by Member
Greunke to recommend City Council approve bid from Prime Communications for the
purchase of substation switches in the amount of $49,375.22. Ayes: Wiese, Bolton,
Greunke, Dinkins, Sawtelle. Motion carried 5-0.
Consider Low Income Household Water Assistance Program (LIHWAP).
Mitchell gave overview. Moved by Member Greunke and Seconded by Member Wiese
to recommend City Council approve administration of the Low Income Household Water
Assistance Program (LIHWAP). Ayes: Wiese, Bolton, Greunke, Dinkins, Sawtelle.
Motion carried 5-0.
Consider OPPD Master Services Agreement as Required by FEMA.
Schaben gave overview. Moved by Member Bolton and Seconded by Member Greunke
to recommend City Council approve executing the OPPD Master Services Agreement
as Required by FEMA. Ayes: Wiese, Bolton, Greunke, Dinkins, Sawtelle. Motion carried
5-0.

Consider Bid for Powdered Activated Carbon Agreement.
Shanahan gave overview. Moved by Member Dinkins and Seconded by Member Wiese
to recommend City Council approve the bid from ADA Carbon Solutions for Powdered
Activated Carbon Agreement with a FY operating budget estimated expenditure of
$100,000 based on usage and operating conditions. Ayes: Wiese, Bolton, Greunke,
Dinkins, Sawtelle. Motion carried 5-0.
Consider Bid for Unit 8 Turbine and Turbine Valves Inspection.
Shanahan gave overview. Moved Member by Wiese and Seconded by Member
Greunke to recommend City Council approve bid from S.T. Cotter for Unit 8 Turbine and
Turbine Valves Inspection in the amount of $361,429. Ayes: Wiese, Bolton, Greunke,
Dinkins, Sawtelle. Motion carried 5-0.
Consider Recommendation of Approval for Traffic Committee Report.
Goedeken gave overview. Moved Member by Bolton and Seconded by Member Wiese
to recommend City Council approve Traffic Committee Report and Committee
recommendations. Ayes: Wiese, Bolton, Greunke, Dinkins, Sawtelle. Motion carried 5-0.
Consider Bid for 2021 Pavement Rehab; Project No. P-189-21.
Goedeken gave overview. Moved Member by Greunke and Seconded by Member
Bolton to recommend City Council approve Final Change Order of the contract
agreement for construction services with C-R Menn Concrete in the amount of
$21,945.85. Ayes: Wiese, Bolton, Greunke, Dinkins, Sawtelle. Motion carried 5-0.
