CITY OF FREMONT UTILITY AND INFRASTRUCTURE BOARD
November 9, 2021 - 4:00 P.M.
A meeting of the Utility and Infrastructure Board was held on November 9, 2021 at 4:00
p.m. in the 2nd floor meeting room at 400 East Military, Fremont, Nebraska and via Zoom.
The meeting was preceded by publicized notice in the Fremont Tribune and the agenda
displayed in the Municipal Building. The meeting was open to the public. A continually
current copy of the agenda was available for public inspection at the office of the City
Administrator, 400 East Military. The agenda was distributed to the Utility and
Infrastructure Board on November 5, 2021 and posted, along with the supporting
documents, on the City’s website. A copy of the open meeting law is posted continually
for public inspection.
ROLL CALL
Roll call showed Board Members Bolton, Sawtelle, Wiese and Dinkins present. 4 members
present, 1 absent. Others in attendance included Brian Newton, City Administrator; Lottie
Mitchell, Customer Service Dir.; Angie Olson, Exec. Assist; Jody Sanders, Dir. of
Finance; Jeff Shanahan, Power Plant Supr.; Keith Kontor, Water/Wastewater Supr.;
Dean Kavan, Stores Supervisor; Steve Carnahan, Gas System Supr., and Troy
Schaben, Asst. City Administrator - Utilities.
CONSENT AGENDA
Moved by Member Bolton and seconded by Member Wiese to approve items 3 and 4
(Minutes from October 26, 2021 and Accounts Payable through November 9, 2021).
Ayes: Wiese, Bolton, Dinkins, Sawtelle. Motion carried 4-0.
REGULAR AGENDA:
Consider request to affirm emergency declaration by City Administrator to hire
IEC to investigate and repair methane gas leaks in the lagoon gas collection
system. Newton and Kontor gave overview. Moved by Member Wiese and Seconded
by Member Bolton to recommend City Council affirm emergency declaration by City
Administrator to hire IEC to investigate and repair methane gas leaks in the lagoon gas
collection system for the estimated cost of $30,000. Ayes: Bolton, Wiese, Sawtelle,
Dinkins. Motion carried 4-0.
Consider submitting an Open Season Bid with Northern Natural Gas for
additional pipeline capacity. Schaben gave overview. Moved by Member Dinkins and
Seconded by Member Wiese to recommend City Council approve submitting an Open
Season Bid with Northern Natural Gas for additional pipeline capacity. Ayes: Dinkins,
Sawtelle, Wiese, Bolton. Motion carried 4-0.
Consider bid from DataProse for utility bill printing, mailing, and electronic bill
delivery services. Mitchell gave overview. Moved by Member Wiese and Seconded by
Member Dinkins to recommend City Council approve bid from DataProse for utility bill
printing, mailing, and electronic bill delivery services for the anticipated cost of around

$3,000 per month (depending on number of bills and inserts mailed). Ayes: Wiese,
Sawtelle, Bolton, Dinkins. Motion carried 4-0.
Consider Department of Utilities’ property insurance renewal proposal from Starr
Tech and Associated Electric & Gas Insurance Services (AEGIS) for November 27,
2021 to November 27, 2022. Sanders gave overview. Moved by Member Wiese and
Seconded by Member Bolton to recommend City Council approve execution of the
Department of Utilities’ property insurance renewal proposal from Starr Tech and
Associated Electric & Gas Insurance Services (AEGIS) for November 27, 2021 to
November 27, 2022 in the amount of $865,960. Ayes: Dinkins, Sawtelle, Bolton, Wiese.
Motion carried 4-0.
Consider Water Department’s purchase of 2022 Ford F150 4WD Super Crew cab
pickup truck to replace a 2000 pickup truck. Kavan gave overview. Moved by
Member Bolton and Seconded by Member Dinkins to recommend City Council approve
Water Department’s purchase of 2022 Ford F150 4WD Super Crew cab pickup truck to
replace a 2000 pickup truck in the amount of $40,981.00. Ayes: Bolton, Wiese, Dinkins,
Sawtelle. Motion carried 4-0.
Consider Gas Department’s purchase of three (3) 2022 Chevrolet 1500 4WD
Double Cab Pickup Trucks to replace a 2002, 2003 and 2004 pickup truck.
Kavan gave overview. Moved by Member Dinkins and Seconded by Member Bolton to
recommend City Council approve Gas Department’s purchase of three (3) 2022
Chevrolet 1500 4WD Double Cab Pickup Trucks to replace a 2002, 2003 and 2004
pickup truck in the amount of $102,183.93. Ayes: Dinkins, Wiese, Bolton, Sawtelle.
Motion carried 4-0.
Consider Distribution Department’s purchase of 2022 Altec DB37 backyard
machine with trailer from Altec Industries, Inc to replace a 2008 Versalift
SST40EIH-01. Kavan gave overview. Moved by Member Bolton and Seconded by
Member Dinkins to recommend City Council approve the Distribution Department’s
purchase of 2022 Altec DB37 backyard machine with trailer from Altec Industries, Inc to
replace a 2008 Versalift SST40EIH-01 in the amount of $194,925.11. Ayes: Wiese,
Dinkins, Bolton, Sawtelle. Motion carried 4-0.
Consider Distribution Department’s purchase of 2022 Chevrolet 3500HD 4WD
Crew cab Pickup Truck to replace a 2014 pickup truck. Kavan gave overview.
Moved by Member Wiese and Seconded by Member Bolton to recommend City Council
approve the Distribution Department’s purchase of 2022 Chevrolet 3500HD 4WD Crew
cab Pickup Truck to replace a 2014 pickup truck in the amount of $49,252.10. Ayes:
Sawtelle, Dinkins, Wiese, Bolton. Motion carried 4-0.
