CITY OF FREMONT UTILITY AND INFRASTRUCTURE BOARD
November 30, 2021 - 4:00 P.M.
A meeting of the Utility and Infrastructure Board was held on November 30, 2021 at
4:00 p.m. in the 2nd floor meeting room at 400 East Military, Fremont, Nebraska and via
Zoom. The meeting was preceded by publicized notice in the Fremont Tribune and the
agenda displayed in the Municipal Building. The meeting was open to the public. A
continually current copy of the agenda was available for public inspection at the office
of the City Administrator, 400 East Military. The agenda was distributed to the Utility
and Infrastructure Board on November 24, 2021 and posted, along with the supporting
documents, on the City’s website. A copy of the open meeting law is posted continually
for public inspection.
ROLL CALL
Roll call showed Board Members Bolton, Sawtelle, Wiese, Greunke and Dinkins present. 5
members present, 0 absent. Others in attendance included Brian Newton, City
Administrator; Angie Olson, Exec. Assist; Dan Goebel, Sr. Accountant; Jeff Shanahan,
Power Plant Supr.; Keith Kontor, Water/Wastewater Supr.; Troy Schaben, Asst. City
Administrator – Utilities; Mayor Joey Spellerberg; Dave Goedeken, Dir. of Public Works;
Alan Kaspar, Dir. Electrical Engineering.
CONSENT AGENDA
Moved by Member Bolton and seconded by Member Wiese to approve items 3 and 4
(Minutes from November 9, 2021 and Accounts Payable through November 30, 2021).
Ayes: Wiese, Bolton, Dinkins, Sawtelle, Greunke. Motion carried 5-0.
REGULAR AGENDA:
Consider bid from Cabot Norbit Americas, Inc. for Activated Carbon Media for the
Gas Scrubbing System. Kontor gave overview. Moved by Member Dinkins and
Seconded by Member Bolton to recommend City Council approve bid from Cabot Norbit
Americas, Inc. for Activated Carbon Media for the Gas Scrubbing System at the cost of
$55,500. Ayes: Bolton, Wiese, Sawtelle, Greunke, Dinkins. Motion carried 5-0.
Consider bid from Schweitzer Engineering Laboratories for 69KV Transmission
Line Protective Relays and Communications Switches for Substations C and D.
Kaspar gave overview. Moved by Member Greunke and Seconded by Member Wiese to
recommend City Council approve bid from Schweitzer Engineering Laboratories for
69KV Transmission Line Protective Relays and Communications Switches for
Substations C and D in the amount of $97,993.70. Ayes: Dinkins, Greunke, Sawtelle,
Wiese, Bolton. Motion carried 5-0.
Consider Change Order for Fuel Handling Receiving Equipment Modifications at
Lon D. Wright Power Plant. Shanahan gave overview. Moved by Member Bolton and
Seconded by Member Wiese to recommend City Council approve Change Order for
Fuel Handling Receiving Equipment Modifications at Lon D. Wright Power Plant in the

amount of $62,351.76. Ayes: Wiese, Greunke, Sawtelle, Bolton, Dinkins. Motion carried
5-0.
Consider 2022 Banner Permit with the Nebraska Department of Transportation
(NDOT). Goedeken gave overview. Moved by Member Greunke and Seconded by
Member Dinkins to recommend City Council approve 2022 Banner Permit with the
Nebraska Department of Transportation (NDOT). Ayes: Greunke, Dinkins, Sawtelle,
Bolton, Wiese. Motion carried 5-0.
Consider 2022 annual renewal of Department of Transportation Maintenance
Agreement No. 11 and Certificate of Compliance for calendar year 2021. Goedeken
gave overview. Moved by Member Wiese and Seconded by Member Greunke to
recommend City Council approve 2022 annual renewal of Department of Transportation
Maintenance Agreement No. 11 and Certificate of Compliance for calendar year 2021.
Ayes: Bolton, Wiese, Dinkins, Sawtelle, Greunke. Motion carried 5-0.
Consider Year End Certification of City Street Superintendent for calendar year
2021. Goedeken gave overview. Moved by Member Dinkins and Seconded by Member
Bolton to recommend City Council approve Year End Certification of City Street
Superintendent for calendar year 2021. Ayes: Greunke, Dinkins, Wiese, Bolton,
Sawtelle. Motion carried 5-0.
City Administrator Update. Kontor gave update on projects at the Wastewater
Treatment Plant. Kontor gave update on Water System projects.
ADJOURNMENT
Moved by Member Bolton and Seconded by Member Greunke to adjourn the meeting at
4:36pm. Ayes: Dinkins, Sawtelle, Greunke, Bolton, Wiese. Motion carried 5-0.
