ROLL CALL Present: 7 - President Oliver Baines III Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Clinton Olivier Councilmember Sal Quintero Councilmember Esmeralda Soria Pledge of Allegiance to the Flag BUDGET HEARINGS ID#15-520 Development and Resources Management (“DARM”); Fire Department; Public Works Department; General City Purpose DEVELOPMENT AND RESOURCES MANAGEMENT DEPARTMENT Budget Manager Sumpter presented an overview of the proposed Development and Resources Management (“DARM”) budget. Council discussed the proposed budget for DARM and touched on the following topics: carry over; decreasing revenues; permits and fees; trails and parks due to new development; the Francher Creek shopping center; code City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 10, 2015 enforcement; the boarding of windows; staffing levels and the shifting of personnel throughout DARM divisions; negative funds listed in the proposed budget; charges for services; Neighborhood Revitalization Teams; homeowner qualifications for certain programs; proactive code enforcement; Community Development Block Grant funds (“CDBG”); community plans and green space standards; animal control impact fees; funding of the River West Specific Plan; High Speed Rail reimbursements; customer satisfaction; technology developments and integration; adequacy of the proposed budget and; current and long range planning and; parking services. Councilmember Brand directed staff to provide council with the number of single family home permits pulled and the square footage of commercial retail space and industrial space permits pulled. Councilmember Quintero directed staff to provide the percentage of impact fees associated with Southeast Fresno. Councilmember Olivier directed staff to provide an estimate for the cost of the Miller property at Clinton and Blackstone avenues to replace plywood covering the windows with the material required by city code. Councilmember Soria directed staff to include an explanation or a note regarding negative fund balances or carryovers that are anticipated to be received after grant drawdowns are approved. Councilmember Soria directed staff to provide an updated chart of lead hazard program areas. Councilmember Brand directed staff to provide Council with information regarding past and current development standard requirements for green space. FIRE DEPARTMENT Budget Manager Sumpter presented an overview of the proposed Fire Department budget. Council discussed the proposed budget for the Fire Department and touched on the following topics: Fire Department funds in the General City Purpose budget; fines and revenues; communication equipment upgrade; North Central Fire Services contract; the fire inspection program and needs; updating fees; staff levels; priorities and goals of the City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 10, 2015 department; impact fees; maintenance plans; fleet reserves and; fire investigators and inspector positions. The following member(s) of the public spoke on the Fire Department budget: Marina Magdaleno with Local 39. Councilmember Soria motioned to restore fire investigation team to pre-recession levels for an approximate cost of $350,000. Councilmember Caprioglio seconded the motion. PUBLIC WORKS DEPARTMENT Budget Manager Sumpter presented an overview of the proposed Public Works Department budget. Council discussed the proposed budget for the Public Works Department and touched on the following topics: streets shared by the City and County; prioritization of roads; the Fresno Art Museum; the Discovery Center; Heaton Avenue between Winery and Willow Avenues; Orange Avenue between California and Butler Avenues; Peach Avenue between Church and Butler Avenues; paving; a traffic study for stop signs at Peach and Hamilton Avenues; improving Florence and Peach Avenue; budgeted projects in District Five; Measure “C” funding for trails at Francher Creek from Clovis Avenue toward the east; declining revenues; use of grant money; fund carryovers; District priority allocations; CDBG; the Active Transportation Program; applications for state funds; needs for the Fresno High neighborhood, the Tower District neighborhood, the Ahslan and Dakota neighborhood and the Van Ness Boulevard neighborhood; Weldon Street west of Van Ness to Palm; Shields and Ashlan Avenue east of Blackstone to Webber Avenue; street light maintenance; budgeted projects in District One; High Speed Rail associated infrastructure projects; trails and bike lane projects; contract construction money and cap and trade money; Herndon Avenue projects and delays; joint meetings with the County of Fresno; capital projects versus maintenance projects with the County; street classifications; funding sources for street repairs; the Neighborhood Street Program; gas tax money; deferred maintenance; securing decorative street lights from wire theft; LED bulb replacements; concrete repairs needed in District Four; High Speed Rail contracts; maintenance of facilities; traffic signals at Jane Addams Elementary; repaving of McKinley Avenue; tree trimming and tree trimming schedules; the Concrete Strike Team and; the Veteran’s Boulevard project. City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 10, 2015 The following member(s) of the public spoke on the Public Works budget: Ashley Werner with Leadership Council for Justice and Accountability. Councilmember Olivier directed staff to provide a quote on the cost of painting the Fresno Art Museum prior to budget deliberations. Councilmember Quintero directed staff to provide information regarding the various statuses of Peach Avenue. Councilmember Quintero directed staff to schedule a meeting with the City Traffic Engineer regarding traffic studies at Peach and Hamilton Avenues. Councilmember Soria directed staff to provide an estimate for paving Weldon Street from Van Ness to Palm Avenues. Councilmember Soria directed the City Manager to establish a meeting to provide specific line item detail changes in the Public Works budget Councilmembers Brand and Soria directed staff to provide an estimate on deferred maintenance to include life cycle and include categories and Council District areas. Councilmember Brand directed staff to prepare a plan outlining the payoff and cost efficiency of converting streetlights to LED. President Baines directed staff to prepare an analyses and recommendation on tree trimming deferred maintenance prior to budget deliberations Councilmember Brand directed the Budget Manager to prepare a memorandum that provides clarification on the two sources of Redevelopment Agency (“RDA”) revenue streams – RDA ongoing tax increments and ROPS and payback to the General Fund. Councilmember Olivier motioned to paint the Art Museum this fiscal year based on contract obligation and at an amount not to exceed $10,000. Councilmember Brandau seconded the motion. Councilmember Brandau motioned to increase the Neighborhood Street Program by $1.4 million to increase each districts allocation to $500,000 each. Councilmember Brand seconded the motion. Council discussed the proposed budget for the General City Purpose and touched on the following topics: expenditures for the Youth Council; RDA debt repayments; the professional services consulting line item; the outside agency support line item; obligations to the Chaffee Zoo; the facility repair and replace line item; Enterprise Zone funds; Councilmember Brandau directed Budget and the City Manager’s office to provide the amount of revenue to be generated from the lease of Santa Fe Depot to Greyhound.
