ROLL CALL Present: 7 - President Oliver Baines III Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Clinton Olivier Councilmember Sal Quintero Councilmember Esmeralda Soria Pledge of Allegiance to the Flag BUDGET HEARINGS ID#15-519 Parks, After School, Recreation and Community Services (“PARCS”); Office of the City Clerk; Information Services Department; Convention Center; Department of Public Utilities CITY CLERKS OFFICE Budget Manager Sumpter presented an overview of the proposed City Clerks Office budget. City Clerk Spence discussed staffing levels and the acquisition of new software for processing agendas and Statement of Economic Interest forms. Council discussed the proposed budget for the City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 9, 2015 Clerk's Office and touched on the following topics: the overhead projector in the council chamber; microfilming documents; Laserfiche document management software; City wide records retention, Youth Commission staffing, centralized location for posting city notices on the City Clerk website, staff training. Councilmember Bianes directed staff to provide information regarding the cost of Laserfiche software. INFORMATION SERVICES DEPARTMENT Budget Manager Sumpter presented an overview of the proposed Information Services Department budget. Council discussed the proposed budget for the Information Services Department and touched on the following topics: the Fresno Area Express phone application; updates to the City website including multiple languages; staff levels and positions; funding for the call center; hardware leases and updates; cyber security; city bandwidth and re-establishing staff levels; web based servers; integrating departmental systems; use of tablets and mobile devices and applications; geographical information system development and support; Councilmember Baines directed staff to provide Council with a copy of the Security Analysis findings. Councilmember Baines directed staff to schedule a workshop on technological security. Councilmember Baines also directed staff to provide Council with the cost for the Laserfiche document management software. PARCS DEPARTMENT Budget Manager Sumpter presented an overview of the proposed Parks, After School, Recreation and Community Services ("PARCS") Department budget. PARCS Department Director Mollinedo discussed: the number of park acreage in the city and per capita; parks in the 93706 and 93720 area codes; park renovations, investments and funding sources; effects of, and responses to, the economic downturn; partnerships with local school districts; new programs and focusing on youth at risk and; departmental needs and costs. The City Manager discussed reviewing park numbers in context and perspective. Harriman representing the Friends of Roeding Park and Lisa Flores, Rosalba Cardenez, Michele Garcia of the Central Valley Air Quality Coalition, Rosalena Carson, Brycen White of St. Therese Baptist Church and Faith and Community, Andy Levine, Maria Guzman, Delores Weller with the Central Valley Air Quality Coalition, Maria Suarez, Nyla Zender of the League of Women Voters, Amparo Cid of California Rural Legal Assistance, Cesar Compos of Central California Environmental Justice Network, Reyna Delgado, Francisco Espinosa, Mary Curry, Jose Luis Baraza of Housing Alliance of Fresno and Southeast Fresno Economic Development Association, Marco Cana, Ray Leon with Latino Advancement and Policy Project, Grasante Valencia, Dr. Venice Curry of Communities for a New California, Maria Fernandez, Lucio Avila of Central La Familia Advocacy Services, Carmen Salazar, Estella G., Daniel O’Connell, Hugo Morales, Arsfin Miranda, Esther Pastagiarie, Council discussed the proposed budget for the PARCS Department and touched on the following topics: the need for a regional park in Southeast Fresno; how the inequity in park space developed in the City; prioritizing a vocational school; correspondence received from community groups and concerned citizens; sources of money for parks; analyzing city parks with accurate data and context; current and potential use of Community Development Block Grant (“CDBG”) funds for parks; community organizations; contingency money; budget changes; drought effects on parks and trees; the dog park in Roeding Park; land acquisition; deferred maintenance; community centers; priorities for restoring city services; stretching park dollars stretch; restrictions on different types of funds; the senior meals program; improvements at Radio and Einstein parks; service level impacts from the propose budget; the timeline for the Parks Master; difficulties funding park maintenance; budget reserves; possible uses of the returned Redevelopment Association loan funds; the relationship between park maintenance and the Public Works Department; Chandler Park upgrades and; parks as a public safety tool. Councilmember Soria directed staff to provide details about the items in the departments Contract Services fund for the Athletic and Recreation line item. City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 9, 2015 Councilmember Quintero motioned to fund a Parks Master Plan for $450,000 spread over Fiscal Year 2016 ($200,000) and Fiscal Year 2017 ($250,000) towards implementation of the General Plan. Councilmember Soria seconded the motion. Councilmember Soria motioned to provide additional funding of $1.5 million to be allocated to the PARCS Department from General Fund reserves to cover the master plan, deferred maintenance and land acquisition. Vice President Caprioglio seconded the motion. CONVENTION CENTER Budget Manager Sumpter presented an overview of the proposed Convention Center budget. Council discussed the proposed budget for the PARCS Department and touched on the following topics: the effects of contract changes from a year or two ago; depreciation and debt; savings from energy efficient upgrades and; reinvestment. DEPARTMENT OF PUBLIC UTILITIES Budget Manager Sumpter presented an overview of the proposed Department of Public Utilities (“DPU”) budget. Council discussed the proposed DPU budget and touched on the following topics: water meter billing and helpful city staff; the water affordability credit program; the status of rebate allocations and the number of rebates claimed; the status of the water capital project and low interest loans; potential funding opportunities from the state and; water conservation.
