Sloan City Clerk - Yvonne Spence, CMC Monday, June 8, 2015 8:30 AM Council Chambers Budget Hearings The City Council met in regular session in the Council Chamber, City Hall, on the date and time above written. 8:44 A.M. ROLL CALL Present: 7 - President Oliver Baines III Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Clinton Olivier Councilmember Sal Quintero Councilmember Esmeralda Soria Pledge of Allegiance to the Flag BUDGET HEARINGS ID#15-511 General Fund Overview by Budget and Management Studies Division; Office of the City Attorney; Finance Department; Transportation Department; Airports ("FYI") GENERAL FUND OVERVIEW Budget Manager Sumpter presented an overview of the General Fund for Council and discussed the budget hearing procedures. Council discussed the general fund and touched on the following topics: past budget comparisons; the impact of taxes on the past and current budget; City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 8, 2015 Redevelopment Agency increments; revenues and expenses; city debt and trends; the public safety bond and health and welfare costs. OFFICE OF THE CITY ATTORNEY City Attorney Sloan introduced the City Attorney proposed budget to Council. Council discussed the City Attorney budget and touched on the following topics: contract compliance; adequacy of staffing levels; the impact of the litigation management act; the line item for employee awards; the line item for professional services and consulting; goals for the City Attorney's Office; multi year projects and training for staff. Councilmember Quintero directed the City Manager to provide an update on unrepresented employees to be discussed in closed session. Councilmember Quintero directed the City Attorney to provide a list of settlements in the last year. President Baines directed the City Attorney's Office to assign an Attorney or team to work with the District Attorney to make sure Code Enforcement Issues are addressed. Councilmember Brand motioned to add a second Paralegal position to address contract compliance and Public Records Act requests at a cost of approximately $65,000 to the City Attroney's Office budget with an offset in cost to be determined. Vice President Caprioglio seconded the motion. FINANCE DEPARTMENT Budget Manager Sumpter presented an overview of the Finance Department proposed budget. Council discussed the proposed budget for the Finance Department and touched on the following topics: succession planning; the senior buyer position; positions in the business license position and frozen positions. TRANSPORTATION DEPARTMENT Budget Manager Sumpter presented an overview of the Transportation Department proposed budget. Council discussed the proposed budget for finance and touched on the following topics: ridership levels required for service routes; service to Malaga; Handy Ride services; operating reserves City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 8, 2015 and fleet reserves; bus replacement levels and fuel systems; bus fares; staffing levels for Fresno Area Express bus service; Bus Rapid Transit; the Strategic Service Evaluation report; purpose and impact of new part time Fresno Area Express staff; night bus service availability for shift workers; cleaning and rehabing of Fresno Area Express buses and facilities; solar lighting at bus stops and security at bus stops; grant money for solar bus stops; the Fresno Area Express budget apart from the Transportation Department as a whole; general fund impacts by the Transportation Department; ridership levels throughout the City; custom and trade standards to determine ridership; CMAC grant funds; reporting of funds for future fiscal years to help Councilmembers better asses for the current budget; the upcoming Fresno Area Express smart phone application; sufficiency of the $9 million operating reserve, and; funding for bus shelter maintenance. Councilmember Quintero directed the Transportation Department to review Route 41 to see if the route can be adjusted to go down Jensen Avenue to address senior and disabled access to bus service in Malaga. Councilmember Olivier directed the Transportation Department to provide the cost of extending night service to address swing shift workers. Councilmember Quintero directed the Transportation Department to provide the cost of having solar lighting installed at bus stops and to disclose the current locations where solar lighting is being used. Councilmember Soria directed the Transportation Department to provide details on the CMAC grant for Shaw Avenue and to check to see if it is located in the budget. Councilmember Soria directed the Transportation Department to provide the status of the Fresno Area Express (bus service) smart phone application. AIRPORTS DEPARTMENT Budget Manager Sumpter presented an overview of the Airport Department proposed budget. Council discussed the proposed budget for the Airports Department and touched on the following topics: the GAP settlement restrictions; Honor Flights at Fresno Yosemite International Airport; the status of the number passengers traveling through Fresno Yosemite International Airport; the possiblity of adding new routes and picking up old City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 8, 2015 routes that have been eliminated; landscape maintenance around Chandler Executive Airport; international flights to Guadalajara in Mexico, and; the impacts if additional customs staff were added. President Baines directed the Airport Department to add a welcome message from the City Council in addition to the Mayor's message already playing at Fresno Yosemite International Airport. The following member(s) of the public addressed council: George Hostetter of the Fresno Bee, discussed the decision to have salary discussions for unrepresented employees in closed session. RECESS Recessed at 11:23 A.M. until Tuesday June 9, 2015 at 8:30 A.M. The Council meeting can also be heard live at the same web site address, and viewed live on Comcast Channel 96 and AT&T Channel 99 from 8:30 a.m. and re-played beginning at 8:00 p.m. PROCESS: For each matter considered by the Council there will first be a staff presentation followed by a presentation from the involved individuals, if present. Testimony from those in attendance will then be taken. All testimony will be limited to three minutes per person. If you would like to speak fill out a Speaker Request Form available from the City Clerk’s Office and in the Council Chambers. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light on the podium will be turned on when the speaker begins. The yellow light will come on with one minute remaining. The speaker should be completing the testimony by the time the red light comes on and tones sound, indicating that time has expired. A countdown of time remaining to speak is also displayed on the large screen behind the Council dais. No documents shall be accepted for Council review unless they are submitted to the City Clerk at least 24 hours prior to the Council Agenda item being heard. Following is a general schedule of items for Council consideration and action. The City Council may consider and act on an agenda item in any order it deems appropriate. Actual timed items may be heard later but not before the time set on agenda. Persons interested in an item listed on the agenda are advised to be present throughout the meeting to ensure their presence when the item is called.
