Sloan City Clerk - Yvonne Spence, CMC Monday, June 15, 2015 8:30 AM Council Chambers Budget Hearings The City Council met in regular session in the Council Chamber, City Hall, on the date and time above written. 8:36 A.M. ROLL CALL Present: 7 - President Oliver Baines III Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Clinton Olivier Councilmember Sal Quintero Councilmember Esmeralda Soria Pledge of Allegiance to the Flag BUDGET HEARINGS ID#15-521 Personnel Services Department; Police Department; Office of the City Manager and Office of the Mayor; City Council Offices; Final Motions PERSONNEL SERVICES DEPARTMENT Budget Manager Sumpter introduced the Personnel Services Department proposed budget to Council. Personnel Services Director Cardell also addressed Council. Council then discussed the Personnel Services Department budget and touched on the following topics: Risk Management City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 15, 2015 and Departmental staffing levels; Risk Management procedures; interaction with the City Attorney's Office; alternative dispute resolutions; reductions in absences; the facility repair and replacement line item; current positions and re-allocations; the property liability and health insurance line item and citywide recruiting challenges. The following member(s) of the public spoke on the Personnel Services Department budget: Dee Barnes of the Fresno City Employees Association and Marina Magdaleno of Operating Engineers Local 39. Councilmember Quintero directed the Personnel Services Department to provide a list of the number of risk claims for sewer lines damaged by tree roots and the number of claims approved and the number denied. Vice President Caprioglio asked the Personnel Services Department to provide the municipal code that details responsibility for tree maintenance and ultimate responsibility for damage incurred. President Baines asked the Personnel Services Department to provide the number of funded vacant positions and the number that have been vacant for six months or more. POLICE DEPARTMENT Budget Manager Sumpter introduced the Police Department proposed budget to Council. Police Chief Dyer also addressed Council. Council then discussed the Police Department budget and touched on the following topics: purchased beds at the County jail; the impact of staff increases at the County jail; the impacts of California Proposition 47 and jail realignment; violent crime statistics; identity theft; homelessness; police equipment and the interoperability of communication systems with other agencies; the adequacy of the staffing level request; technology plans for the future; money from AB 109; grant restrictions and future allocations; the assignments of community outreach specialists; the number of funded positions and service impacts; timeline for filling vacancies; recruitment challenges; customer service changes in the Records Department; bonuses for lateral recruits; new deputy chiefs; staffing levels compared to other similar sized cities; a potential Sunnyside area police sub-station; graffiti program funding; potential California Proposition 47 changes; timelines for Department of Public Utilities funded officers for the Homeless Taskforce along the Blackstone Avenue corridor; crime near recycling centers; City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 15, 2015 focusing on youth for recruits; reasons for increased crime; police services in the Tower District and El Dorado Park area. The following member(s) of the public spoke on the Police Department budget: Dee Barnes of the Fresno City Employees Association and George Hostetter of the Fresno Bee. Councilmember Soria directed the Police Department to look at expanding from 1 to 2 officers bike officers in the Tower District and expanding their geographical area, once minimum staffing has been achieved. Councilmember Caprioglio directed the Police Department to provide more police presence in the area of El Dorado Park and Sierra Madre in District 4 and also to provide a status update regarding a report writing area at Stone Soup.. Councilmember Soria motioned to add three positions to the records division - one Senior Administrative Clerk and two Administrative Clerks. Councilmember Olivier seconded the motion. OFFICE OF THE CITY MANAGER AND OFFICE OF THE MAYOR Budget Manager Sumpter introduced the proposed budget for the Office of the City Manager and the Office of the Mayor to Council. There was no additional discussion regarding the proposed budget for the Office of the City Manager and the Office of the Mayor. CITY COUNCIL OFFICES Budget Manager Sumpter introduced the proposed budget for the City Council Offices. Council discussed the Council Offices budget and touched on the following topics: district charges for incoming Councilmembers; increased money for the presiding Council President; purpose of the additional money for the presiding Council President. Councilmember Soria motioned for the Council budgets to reflect the true costs that are being charged across the board and not prior year averages. Councilmember Brandau seconded the motion. President Baines motioned to add $10,000 to the Office of the Council President to cover meals for meetings. Councilmember Soria motioned to increase the infrastructure allotment for each Council District by $50,000. President Baines seconded the motion. FINAL MOTIONS With regards to the Public Works Department, President Baines motioned to recognize the $2.6 million in Federal Transportation Grant funds, funds 22048, from Cal Trans for major street repaving projects. Allocate $2.2 million in State Transportation Gas Tax Funds, $1 million from 20102 and $1.2 million from Fund 20103 toward the TIGER grant match for the Fulton Mall Reconstruction project. Councilmember Brand seconded the motion. President Baines motioned for $100,000 for a Citywide industrial assessment and compatibility study. Councilmember Soria seconded the motion. President Baines motioned to add $15,000 to the City Attorney's Office to cover any cost associated with public environmental assessments triggered by internal city proposed ordinances and policies. Vice President Caprioglio seconded the motion. President Baines motioned to grant $200,000 to the Fresno Arts Council to administer it's programming. Councilmember Soria seconded the motion.
